much more appropriate to address any perceived problems at the source, i.e. by changing the <br />routing of Skillman Avenue on the west side of Snelling. <br />At this juncture, therefore, Gateway would vigorously oppose any initiative by the City of <br />Roseville to move the location of the Snelling Avenue entrance to the Har Mar Mall to the south. <br />If the City chose to effect this change through condemnation, we believe that the damages claim <br />from such taking would be substantial. Since the value of the Har Mar Mall would be diminished <br />(and perhaps significantly) by any such taking, Emmes would also oppose any effort by the City <br />to levy special assessments against the Mall related to public improvements necessary to effect <br />the proposed change in the location of the driveway. <br />We believe that it is in the interests of both Gateway and the City to induce the most attractive <br />tenants possible to come to Har Mar. We are happy to report that positive developments in this <br />regard for the Mall are imminent. However, any attempt to pursue a change in the location of the <br />Snelling Avenue entrance to Har Mar would seriously reduce the chance that these positive <br />developments will become reality.
