Regular City Council Meeting <br />Monday, September 24, 2007 <br />Minutes Page 13 <br />Ms. Bloom distributed a bench handout, and noted receipt earlier today of an e- <br />mail from Kalen Graham, JLT Group, providing documentation describing the <br />sale of Lot 2, Block 1, Venture 4`h Addition (addressed as 2700 County Road C) <br />to MSP/Roseville, LLC from JLT Roseville Corporate Center, LLC. Ms. Bloom <br />reviewed State Statute, Chapter 429, process requirements to provide notice to the <br />property owner of record; and advised that she would seek the advice of the City <br />Attorney regarding how to proceed. <br />Mayor Klausing closed the Public Hearing at approximately 7:15 p.m. <br />Roe moved, Pust seconded, recess and continuation of the Public Hearing for Pro- <br />ject 06-12, County Road C Reconstruction Project -Phase II, to the October 8, <br />2007 regular City Council meeting, to allow staff time to research questions and <br />objections raised at the initial hearing. <br />Roll Call <br />Ayes: Roe; Pust; Ihlan; Kough; and Klausing. <br />Nays: None. <br />City Engineer Bloom reminded those affected property owners watching tonight's <br />meeting at home to contact her directly at City Hall, 651-792-7042, with any <br />questions, comments or concerns. <br />c. Public Hearing - Conduct a Public Hearing and Consider a Minor Subdivi- <br />sion for Dan Westlund at 3080 Fairview <br />Mayor Klausing opened the Public Hearing at 7:16 p.m. <br />Associate City Planner Bryan Lloyd reviewed request of Mr. Westlund to divide <br />two (2) residential parcels into three (3) residential parcels. <br />Councilmember Ihlan sought clarification of staff report item 5.2 related to drain- <br />age containment. <br />Mr. Lloyd briefly reviewed City Code requirements, outside the scope of a minor <br />subdivision, for the applicant to prepare plans demonstrating compliance prior to <br />issuance of any building permits, with review and monitoring of that process by <br />the City's engineering deparhnent. <br />Councilmember Ihlan sought additional clarification of staff report item 5.7 and <br />limitations for single-residential properties at a maximum total impervious cover- <br />age of thirty percent (30%) of the overall parcel area. <br />Mr. Lloyd advised that his calculations, and those of the applicant's surveyor, in- <br />dicated that all three (3) lots showed less than the thirty percent (30%) maximum. <br />
