Regular City Council Meeting <br />Monday, September 24, 2007 <br />Minutes Page 14 <br />Councilmember Ihlan questioned why this subdivision was being heard at the <br />City Council level prior to these issues being resolved. <br />Mr. Lloyd advised that site development information was not a consideration of <br />minor subdivision approvals; and would be resolved later during the process. <br />Councilmember Ihlan observed that the lots were in excess of minimum lot re- <br />quirements for subdivision; and questioned how the width of the lots compared <br />with averages of adjoining properties, given past City Council discussion of the <br />Lot Split Study Group recommendations. <br />Mr. Lloyd advised that staff had not researched width comparisons of these lots to <br />others in the neighborhood, since they satisfied current code requirements and <br />City Council-adopted policy. <br />The applicant was present. <br />Mayor Klausing closed the Public Hearing at 7:23, with no one appearing for or <br />against. <br />Pust moved, Kough seconded, approval of the requested Minor Subdivision for <br />Daniel Westlund to allow the creation of the proposed three (3) residential parcels <br />at 3077-3091 Fairview Avenue; pursuant to Roseville City Code, §1104.04E <br />(Three Parcel Minor Subdivision), based on the comments and findings detailed <br />in Sections 4 and 5, and the conditions of Section 6 of the project report dated <br />September 24, 2007. <br />Councilmember Ihlan opined that, in light of past Council policy discussions, she <br />would support the motion, as this minor subdivision met criteria, noting that the <br />lots were relatively large, that there was no creation of a private street or cul-de- <br />sac, and they met comparables for driveways along Fairview Avenue. <br />Roll Call <br />Ayes: Roe; Pust; Ihlan; Kough; and Klausing. <br />Nays: None. <br />10. Administrative Decision -Consider Twin Cities Co-op Federal Credit Un- <br />ion's Appeal of an Administrative Decision <br />Interim Community Development Director Mike Darrow advised Councilmem- <br />bers that Twin City Co-ops Federal Credit Union, owner of the vacant Denny's <br />restaurant site, was appealing an administrative ruling made by former Commu- <br />nity Development Director John Stark, requiring removal of the building founda- <br />
