Planned Unit Development (PUD) Amendment - Consider a PUD Amend- <br />ment for Melissa Olson and Eugene Schultz at 1940 Lexington Avenue <br />Associate Planner Bryan Lloyd briefly reviewed the request of Melissa Olson for <br />a PUD Amendment in order to relocate her new/used book store, The Bookshop, <br />from Har Mar Mall to the 3,000 square foot retail space in the building at 1940 <br />Lexington Avenue. Mr. Lloyd noted that the Planning Commission held the Pub- <br />lic Hearing for this PUD amendment at their September 5, 2007 meeting; with <br />recommendation for approval, based on a 6/1 vote. Mr. Lloyd advised that staff <br />concurred with the Planning Commission recommendation to approve the project. <br />Discussion included clarification of staff report, Section 7.2 and potential square <br />footage; rationale for listed uses in the existing PUD, and those omissions and ad- <br />ditions proposed by staff for revised uses under the new PUD; original occupants, <br />and projected residual uses when the project originated, and vacant retail space of <br />several years, along with prevailing market forces preventing similar use for retail <br />space; potential for low-traffic use single or multi-tenant future use of the build- <br />ing; nature of the building and parking lot dictating types of uses related to park- <br />ing demands (staff report, Section 9.15); and limitations of the proposed coffee <br />shop/cafe use based on limited square footage provisions. <br />The applicant was present. <br />No one appeared to speak for or against the project. <br />Roe moved, Pust seconded, approving a Planned Unit Development (PUD) <br />Amendment for Melissa Olson and Eugene Schultz to allow the proposed range of <br />business uses in the multi-tenant building at 1940 Lexington Avenue; based on <br />the comments and findings detailed in Sections 5 - 7, and the condition of Section <br />8 of the project report dated September 24, 2007; and authorized the Mayor and <br />City Manager to execute Planned Unit Development Agreement #1225. <br />Councilmember Ihlan expressed her enthusiasm for this small business in Rose- <br />ville, and spoke in support of the motion. <br />Councilmember Pust expressed her hope that the building would soon become <br />larger. <br />Roll Call <br />Ayes: Roe; Pust; Ihlan; Kough; and Klausing. <br />Nays: None. <br />
