Planned Unit Development (PUD) Amendment - Consider a PUD Amend- ment for Melissa Olson and Eugene Schultz at 1940 Lexington Avenue Associate Planner Bryan Lloyd briefly reviewed the request of Melissa Olson for a PUD Amendment in order to relocate her new/used book store, The Bookshop, from Har Mar Mall to the 3,000 square foot retail space in the building at 1940 Lexington Avenue. Mr. Lloyd noted that the Planning Commission held the Pub- lic Hearing for this PUD amendment at their September 5, 2007 meeting; with recommendation for approval, based on a 6/1 vote. Mr. Lloyd advised that staff concurred with the Planning Commission recommendation to approve the project. Discussion included clarification of staff report, Section 7.2 and potential square footage; rationale for listed uses in the existing PUD, and those omissions and ad- ditions proposed by staff for revised uses under the new PUD; original occupants, and projected residual uses when the project originated, and vacant retail space of several years, along with prevailing market forces preventing similar use for retail space; potential for low-traffic use single or multi-tenant future use of the build- ing; nature of the building and parking lot dictating types of uses related to park- ing demands (staff report, Section 9.15); and limitations of the proposed coffee shop/cafe use based on limited square footage provisions. The applicant was present. No one appeared to speak for or against the project. Roe moved, Pust seconded, approving a Planned Unit Development (PUD) Amendment for Melissa Olson and Eugene Schultz to allow the proposed range of business uses in the multi-tenant building at 1940 Lexington Avenue; based on the comments and findings detailed in Sections 5 - 7, and the condition of Section 8 of the project report dated September 24, 2007; and authorized the Mayor and City Manager to execute Planned Unit Development Agreement #1225. Councilmember Ihlan expressed her enthusiasm for this small business in Rose- ville, and spoke in support of the motion. Councilmember Pust expressed her hope that the building would soon become larger. Roll Call Ayes: Roe; Pust; Ihlan; Kough; and Klausing. Nays: None.
