Regular City Council Meeting <br />Monday, September 24, 2007 <br />Minutes Page 26 <br />Mayor Klausing opened the meeting to public comment, asking speakers to make <br />their comments as brief as possible. <br />Public Comment <br />Kirby Stoll, 1973 Lexington Avenue N <br />Mr. Stoll spoke in support of the PUD Agreement; and quoted from the City's <br />web page related to quality of life in Roseville. Mr. Stoll opined that Northwest- <br />ern College was a school of quality in the community, and provided great value to <br />the community and students and alumni who became model citizens. Mr. Stoll <br />expressed appreciation for the beauty of the campus, and the college's willingness <br />to share it with the community. Mr. Stoll expressed his belief in the future of <br />Northwestern College, and supported their enrollment expansion plans, and long- <br />term building plans, opining that both were in the best interests of the City to ap- <br />prove. <br />In noting the time, Mayor Klausing sought a motion to extend the meeting curfew to address this <br />one last item until 11:00 p.m. <br />Pust moved, Klausing seconded, suspending the Council rules of procedure and meeting deadline <br />of 10:00 p.m.; extending the meeting deadline to complete this item; in addition to discussion of <br />Council-initiated items for future meetings. <br />Councilmember Ihlan spoke against the motion; opining that it would be better to continue dis- <br />cussion at a meeting when members of the public were able to attend or watch from home, and <br />allowing for additional public comment at that time. <br />Roll Call <br />Ayes: Roe; Pust; Kough; and Klausing. <br />Nays: Ihlan. <br />Motion carried. <br />Public Comment. continued <br />Joe Rivard, 3083 Shorewood Lane <br />Mr. Rivard expressed concern with the additional traffic and speed of that traffic <br />in the neighborhood; shortcuts taken by drivers down Shorewood Lane to avoid <br />stop signs; and questioned the college dictating whether or not they'd pay 100% <br />of traffic mitigation costs. Mr. Rivard opined that the intersections at Snelling, <br />Lydia and Lincoln were already a "nightmare;" and further opined that, while ap- <br />preciating the college, they were attempting to do too much with too little prop- <br />erty, leaving the citizens of Roseville to ultimately pay for their expansion, in- <br />creased traffic and inconvenience. Mr. Rivard further opined that the infrastruc- <br />ture of Roseville would not sustain the expansion plans of the college; and that <br />Northwestern College should not attempt to become a university, and that their <br />
