Regular City Council Meeting <br />Monday, September 24, 2007 <br />Minutes Page 29 <br />Pust moved, Roe seconded, continuation of consideration of the Planned Unit De- <br />velopment Amendment and the Planned Unit Development Agreement for a two <br />(2) week period, with action scheduled for Monday, October 8, 2007; and during <br />that period, request staff to address those issues, in addition to providing final <br />language on the PUD Agreement, consistent with statements made tonight by <br />staff and college representatives; and amended to include language revisions as <br />per tonight's discussion. <br />Councilmember Pust noted the City Council's welcome of and interest in receiv- <br />ing public input; however, respectfully requested that out of respect, those speak- <br />ing not repeat their comments again at the October 8, 2007 meeting; but provide <br />their written comments if they were available. <br />Councilmember Roe suggested a friendly amendment, to clarify language on the <br />LEED issue as proposed tonight; and Councilmember Pust concurred with includ- <br />ing this in the language of her motion. <br />Items highlighted in the PUD Agreement during discussion included, date correc- <br />tions throughout the agreement; review of language in Section 7.1; revision of <br />language in Section 10.3, related to Leadership in Energy and Environmental De- <br />sign (LEED) Standards, to read: "The project will be constructed in such a way <br />that utilizes as many LEED design standards as the college and City jointly deem <br />reasonably possible;" typographical correction to Section 10.9.a; and, as noted, <br />clarification of exhibits in Section 10.11 as compared to those referenced in the <br />EAW process. <br />Mr. Paschke sought clarification for public and/or published notice. It was the <br />consensus of staff that published and written post card notice should be provided <br />in accordance with Public Hearing procedures, including the extended notice pe- <br />riod dictated by City policy and recommendations previously addressed allowing <br />for 1500 foot notification based on the longest property line. <br />Ihlan moved, Kough seconded amending the original motion to direct staff to de- <br />fine discernable neighborhoods around the college, and extend the scope of the <br />notice accordingly; at a minimum along Snelling and Fairview Avenues and sur- <br />rounding neighborhoods. Councilmember Ihlan attempted to provide areas to be <br />included on a displayed post card map. <br />Additional discussion between staff and Councilmembers ensued. <br />Mayor Klausing spoke against the motion; opining that the proposed notice area <br />had been expanded; however, it still would not provide sufficient notice For those <br />fundamentally opposed to the project. Mayor Klausing further opined that, from <br />his perspective, over the many months discussing this issue, interested residents <br />had been made very aware of happenings and interest topics in the community, <br />
