City of <br />1~~ <br />Minnesota, USA <br />Special City Council Meeting <br />Minutes <br />City Hall Council Chambers, 2660 Civic Center Drive <br />Monday, October 1, 2007, 7:00 p.m. <br />1. Call Roll <br />Mayor Klausing called to order a Special Meeting of the Roseville City Council at ap- <br />proximately 7:00 p.m. and welcomed everyone. Mayor Klausing advised that the pur- <br />pose of this special meeting was for Councilmembers to discuss Imagine Roseville 2025 <br />Strategic Planning from an individual and corporate Councilmember perspective, and to <br />establish short and long-term visioning and goals for the City Council and City of Rose- <br />ville, after considering input of citizens, advisory commissions, the Housing and Rede- <br />velopment Authority (HRA), and staff. <br />(Voting and Seating Order for October: Ihlan; Roe; Kough; Pust; and Klausing) <br />Mayor Klausing reviewed the background of the Imagine Roseville 2025 Goals & Strate- <br />gies and opined that the challenge before the City Council this evening would be to nar- <br />row down the list, and identify priorities; allowing staff to receive direction from the City <br />Council for incorporating those Council consensus priorities to be incorporated into the <br />budget, and to develop action plans. <br />Councihnembers, and City Manager Malinen, discussed the preferred process for this <br />evening's meeting; noting that several Councilmembers had expressed interest in expand- <br />ing their priorities beyond the City Manager-recommended five (5), to allow sufficient <br />exploration of goals as identified. <br />Discussion included discussion at the end of tonight's discussion to determine the next <br />step in the process; whether or not a facilitator would benefit that future discussion; and <br />City Manager Malinen advising Councilmembers that both the City's Interim Community <br />Development Director Mike Darrow, and Mark Koegler, of Hoisington Koegler Group, <br />Incorporated (HKGI), the City's Consultant for the Comprehensive Plan update process <br />had expressed interest in assisting the City Council in facilitating the process. City Man- <br />ager Malinen advised that both Mike and Mark had experience in facilitating such exer- <br />cises; were willing to facilitate discussions at no additional fee to the City; and advised <br />that with the Council working with either or both of these gentlemen, it would further <br />benefit the Comprehensive Plan Update process. Mr. Malinen advised that both Mike <br />and Mark were available on October 29, 2007, a possible date identified by Council- <br />members as available for further discussion. <br />Councilmember Roe expressed interest in additional comment and thought from Mr. Dar- <br />row and Mr. Koegler on how best to proceed at this point, based on the visioning process, <br />and the Comprehensive Plan Update process. <br />
