Special City Council Meeting <br />Minutes of 10/01/07 <br />Page 2 <br />Councilmember Ihlan spoke in support of combining the visioning discussion with Com- <br />prehensive Plan Update discussions; however, was not sure whether a facilitator was <br />needed for the City Council to do their work. <br />Councilmember Pust concurred with Councilmember Ihlan, opining that until it was de- <br />termined tonight whether there were any areas of consensus, a decision on whether a fa- <br />cilitator was needed in the future was premature. Councilmember Pust, with discussion <br />and concurrence among Councilmembers, suggested that to begin the process tonight, the <br />City Council go through each of the fifteen (15) goals to determine if and where there <br />was consensus, rather than each Councilmember identifying their top five (5) priorities. <br />Councilmembers discussed their individual techniques and processes for completing their <br />"homework" for this evening's meeting; and their comments, without ranking and with <br />some goals and strategies mixed. <br />2. Reports -Imagine Roseville 2025 Strategic Planning <br />Council Comments are based on the September 12, 2007 version of the visioning docu- <br />ment that incorporates citizen, staff, and advisory commission comments and priorities. <br />Goals <br />Community <br />1) Roseville is a welcoming community that appreciates differences and fosters <br />diversity (pages 2 - 7) <br />Councilmember Kough, speaking in general, opined that the City Council needed <br />to start the process by reviewing and updating their ordinances (i.e., increasing <br />building height for commercial and residential buildings; allowing a commercial <br />building for the proposed FBI facility that could be 10-15 stories high; ordinances <br />friendly to smaller developers wanting to build smaller projects in the commu- <br />nity); and reiterated his support for pursuing "Welcome to Roseville" signs. <br />Councilmember Pust spoke in support of Item 1.A.3 (p. 2), to establish a City <br />Help Desk to provide communications within the community, noting that this <br />item was repeated throughout the document, in conjunction with coordinating <br />volunteers; and encouraging the City to do a better job in providing community <br />information in multiple languages for the diverse community. <br />Councilmember Pust noted that in several areas of the document, beginning with <br />1.A.6 (page 3), there was an overall emphasis, and based on community discus- <br />sions, that youth could be better-served in the community. Councilmember Pust <br />advised that she would like further discussion and exploration, and expanded <br />ideas in addition to those listed. Councilmember Pust used, as an example, the <br />recent appointment of a youth commissioner to the Parks and Recreation Com- <br />mission; and questioned why not include youth representatives on other commis- <br />sions as well to engage and grow leadership in the community; and allow the City <br />Council to hear more actively from this segment of the population. <br />
