Special City Council Meeting <br />Minutes of 10/01/07 <br />Page 14 <br />Mayor Klausing noted his support of a facilitator to narrow down and limit numbers and priori- <br />ties, allowing for more specific discussion of those particular items; and to identify long-range, <br />mid-range, and short-range plans, and how to achieve those goals. <br />Councilmember Ihlan opined that the Council needed to determine and compile their accom- <br />plishments and consensus from tonight, noting there appeared to be more agreement than dis- <br />agreement; and rather than worrying about the process or facilitation at this point, the Council <br />needed to dive in and begin work, and implement policy where indicated. <br />Councilmember Pust noted that she had "listened and learned," and was no longer promoting <br />staff cost-out everything at this point; opining that she now concurred that it would be more pro- <br />ductive to have staff cost out a short list when applicable. <br />Councilmember Roe recommended that a similar process, goal by goal, be determined, identify- <br />ing those items that had multiple Councilmember support, and build on those items first. Coun- <br />cilmember Roe opined that individual Councilmembers may revise their priorities from this short <br />list; or more consensus priorities may develop from discussion of the short list; at which point <br />staff could proceed as directed by Council. <br />Councilmember Pust noted that there were sufficient consensus items to initiate work; and prior- <br />ity items that individual Councilmembers were passionate about could be brought forth to help <br />shape future agendas. <br />Mayor Klausing requested that staff compile a list of items identified tonight; using the same <br />format to retain continuity; provide Councilmembers with that smaller list; and the City Council <br />will have further discussion and determine their next step in further prioritization, realizing that <br />some items maybe excluded at this point from the original and cohesive priority list. <br />City Manager Malinen clarified to Councilmembers and Mayor Klausing that staff would pro- <br />ceed to identify which and how many Councilmembers concurred on identified items; and sort <br />those identified items by short, medium, and long-range, or smaller, medium, or larger costs to <br />allow Councilmembers to consider from different angles. <br />Mayor Klausing indicated that costs as previously identified were appropriate to include; how- <br />ever, questioned the need for staff to provide any additional information until the City Council <br />held a policy discussion. <br />Councilmember Pust encouraged individual Councilmembers, upon receipt of the short list from <br />staff, to review it and come prepared for the next discussion. <br />Councilmember Roe, at the concurrence of Mayor Klausing, asked staff - to the extent possible <br />- to cross-reference or consolidate under one (1) goal those items appearing under multiple <br />goals, with a notation referencing and/or indicating which other categories in which they'd been <br />previously contained. <br />
