Special City Council Meeting <br />Minutes of 10/01/07 <br />Page 13 <br />discussions and prioritizations, which she further opined was not an appropriate facilitated dis- <br />cussion. <br />Mayor Klausing asked City Manager Malinen to comment on benefits of facilitation by HKGI. <br />City Manager Malinen expressed great encouragement from the City Council's efforts; and his <br />noted on priorities as identified, which should provide an end product with better definition from <br />which the Council could work; and sought further Council direction as to the process at this <br />point. City Manager Malinen advised that a facilitator could help guide the Council through <br />their priority-setting exercise as needed, in addition to creating a good working relationship be- <br />tween the Council and HKGI. <br />Councilmember Pust opined that the next step would be to remove those items not identified as <br />an immediate priority, while still keeping them before the Council, and condensing a list of eve- <br />rything that was named tonight, to be more specifically costed-out by staff prior to the next dis- <br />cussion, to provide more information for Council discussion, whether or not that discussion was <br />facilitated. Councilmember Pust further opined that this additional data and analysis would al- <br />low for action plans to be developed from that next discussion. <br />Mayor Klausing used the example of Item 1.A.6 related to fostering youth leadership, and ques- <br />tioned how staff could put a dollar amount to that item without more brainstorming opportuni- <br />ties. <br />Councilmember Pust opined that some items would clearly need more specific discussion; how- <br />ever, noted that some items (i.e., updating the pathway plan), was an item of consensus, and staff <br />could easily provide additional costs, without wasting additional time in creating specifics. <br />Mayor Klausing opined that a fairly substantial number of items had been identified, but not all <br />would be top priorities, and questioned if Council should request staff to come back with pricing <br />options before the Council determined which items would remain and which would be post- <br />poned. <br />Councilmember Roe recognized Mayor Klausing's concerns; however, noted the need to look at <br />identified consensus-level items, utilizing the bits of information provided by staff to-date to <br />work through additional discussion. Councilmember Roe opined that, before staff was directed <br />to do any additional work, the detailed direction of the Council as a whole needed to be deter- <br />mined, with that discussion held among Councilmembers at the next available opportunity; and <br />then that "short list" could go back to the staff level for them to provide further detail. <br />Councilmember Pust concurred with Councilmember Roe's comments and recommendation. <br />Councilmember Ihlan opined that she wanted to meet with HKGI to remain in the loop for the <br />Comprehensive Plan Update; however, concurred that the Council needed further discussion to <br />determine how to move forward on consensus items and/or individual Councilmember work on a <br />policy level, and was not supportive of a facilitator for this continued discussion. <br />
