Regular City Council Meeting <br />Monday, October 08, 2007 <br />Page 12 <br />Ms. Bloom had detailed their research and assessment history for this property in <br />the staff report. <br />Discussion ensued regarding the assessment history, previous and current assess- <br />ment policies; and staff's application of current policy on a consistent basis. <br />Councilmember Ihlan noted that the City Council had no evidence before them at <br />this time, unless ordered during a court proceeding, that the property value was <br />reduced, or allowing for resolution in some other way. <br />Ms. Bloom noted, in concurrence with City Attonley Anderson, that an appraisal <br />would not be possible before the certification deadline, and could delay certifica- <br />tion for another year, without Council action at tonight's meeting, in accordance <br />with the assessment schedule. <br />Further discussion included a review of the Church's site plan, parking areas, and <br />main entrances. <br />Mayor Klausing suggested that the City Council follow staff. <br />P-OS-06, S Owasso Boulevard Reconstruction Project <br />Staff recommended an adjustment to the previous written objection from Kris <br />Kuck, 312 S Owasso Blvd., and elimination of the proposed assessment following <br />review after oral and written objection of Harstad Homes, for the storm pond at <br />3051 S Owasso Blvd.; and discussion was held regarding staff's rationale for ad- <br />justing the assessment. <br />Staff reviewed the oral and written objective of Stephanie and Robert Kelsey, 455 <br />S Owasso Blvd.; and their rationale for not recommending an adjustment of the <br />assessment, providing a detailed review of the construction process, the City's of- <br />fered reimbursement and previously resolved, in accordance with State Statute <br />429 for assessments and treating similar properties equally. <br />Ms. Bloom noted a written objection received from Kathleen & David Rothen- <br />berger, 445 Turnstone Court, and included in tonight's packet as part of the re- <br />cord; and rationale for not recommending an adjustment to the assessment. <br />There were no other adjustments recommended. <br />Public Comment <br />Anna Hensel, 472 Owasso Boulevard <br />Ms. Hensel expressed concern about the process and notice of the assessment; <br />with Ms. Bloom reviewing written notice throughout the process, a copy of which <br />notice Ms. Hensel had with her at the meeting. <br />
