Regular City Council Meeting Monday, October 08, 2007 Page 11 Mayor Klausing reconvened the Public Hearing, continued from September 24, 2007, at 7:13 p.m., advising that the purpose of the hearing was to consider spe- cial assessment rolls for various public improvement projects. City Engineer Debra Bloom provided an update on each. project, and staff- recommended modifications, if any, as detailed in the staff report dated October 8, 2007. Ms. Bloom reviewed the City's assessment schedule for prepayment op- portunities between October 9 and November 7; with certification of assessments to Ramsey County by the City no later than November 15, 2007; and also re- viewed payment options, interest charged, and availability of applications from the Finance Department, for senior citizen deferment based on specific criteria. P-02-16, County Road C Reconstruction Project- Phase I Staff recommended an adjustment to the previous oral objection. from Tim Krinke of the Roseville Animal Hospital; and discussion was held regarding staff's ra- tionale for adjusting the assessment. There were no other adjustments recommended, and no one appeared to speak for or against. P-OS-02, Chatsworth and Lovell (Neighborhood 32) Staff recommended an adjustment to the previous written and oral objection from Pastor Pete Drake of Real Life Church; and discussion held regarding staff's ra- tionale for adjusting the assessment, specifically deferring the Lovell Avenue side until such time as the Church constructs an entrance to that street. Public Comment Pastor Pete Drake, Real Life Church, owner of a residential home at 2315 Lovell Avenue Pastor Drake sought Council reconsideration of this assessment as well, question- ing how actual increased benefit or value of a property was determined from as- sessments. Ms. Bloom reviewed the process for appealing the City Council decision to Dis- trict Court within ten (10) days, with the City Council notified by the property owner via a letter to the City Manager; and if the appeal was granted, an ap- praisalperformed on the property to determined benefits of any assessments. Pastor Drake reiterated the church's perspective from previous written comment related to Grandview Avenue reconstruction in 1989; and asked that the City Council consider the overall impact to the church and undue burden on their fi- nances for paying on frontage in 1989, as well as again on the Chatsworth portion at this time.
