Regular City Council Meeting <br />Monday, October 08, 2007 <br />Page 11 <br />Mayor Klausing reconvened the Public Hearing, continued from September 24, <br />2007, at 7:13 p.m., advising that the purpose of the hearing was to consider spe- <br />cial assessment rolls for various public improvement projects. <br />City Engineer Debra Bloom provided an update on each. project, and staff- <br />recommended modifications, if any, as detailed in the staff report dated October <br />8, 2007. Ms. Bloom reviewed the City's assessment schedule for prepayment op- <br />portunities between October 9 and November 7; with certification of assessments <br />to Ramsey County by the City no later than November 15, 2007; and also re- <br />viewed payment options, interest charged, and availability of applications from <br />the Finance Department, for senior citizen deferment based on specific criteria. <br />P-02-16, County Road C Reconstruction Project- Phase I <br />Staff recommended an adjustment to the previous oral objection. from Tim Krinke <br />of the Roseville Animal Hospital; and discussion was held regarding staff's ra- <br />tionale for adjusting the assessment. <br />There were no other adjustments recommended, and no one appeared to speak for <br />or against. <br />P-OS-02, Chatsworth and Lovell (Neighborhood 32) <br />Staff recommended an adjustment to the previous written and oral objection from <br />Pastor Pete Drake of Real Life Church; and discussion held regarding staff's ra- <br />tionale for adjusting the assessment, specifically deferring the Lovell Avenue side <br />until such time as the Church constructs an entrance to that street. <br />Public Comment <br />Pastor Pete Drake, Real Life Church, owner of a residential home at 2315 <br />Lovell Avenue <br />Pastor Drake sought Council reconsideration of this assessment as well, question- <br />ing how actual increased benefit or value of a property was determined from as- <br />sessments. <br />Ms. Bloom reviewed the process for appealing the City Council decision to Dis- <br />trict Court within ten (10) days, with the City Council notified by the property <br />owner via a letter to the City Manager; and if the appeal was granted, an ap- <br />praisalperformed on the property to determined benefits of any assessments. <br />Pastor Drake reiterated the church's perspective from previous written comment <br />related to Grandview Avenue reconstruction in 1989; and asked that the City <br />Council consider the overall impact to the church and undue burden on their fi- <br />nances for paying on frontage in 1989, as well as again on the Chatsworth portion <br />at this time. <br />
