Regular City Council Meeting
Monday, October 08, 2007
Page 14
Nays: None.
11. Other Business ltems
a. Presentation - Hear a Presentation and Receive an Alternative Energy
Sources (Geothermal) Feasibility Study for Roseville Skating Center
Parks and Recreation Director Lonnie Brokke introduced and reviewed for public
information the process to-date in developing plans and specifications for the re-
placement of major components of the conventional refrigeration system at the
Roseville Ice Arena; and delays until 2008 to further study the feasibility of geo-
thermal technology.
Mr. Brokke introduced a representative from. Geo-Xergy, in Canada, Mr. Ed
Lolu-enz, Energy Systems Designer.
Geo-Xergy, in Canada, Mr. Ed Lohrenz, Energy Systems Designer
Mr. Lohrenz provided an extensive visual presentation of the complex opportu-
nity before the City Council as they considered a possible retrofit of the entire
City Hall Campus and Roseville Skating Center facilities to a geothermal heat ex-
change system. Mr. Lohrenz, during his presentation addressed overall econom-
ics of the entire system, as well as various components, status and age of the ex-
isting equipment on the ice arena/banquet hall, their life expectancy, and possible
installation in phases as opportunities present themselves and as equipment needs
replacement; and impacts and benefits to provide an integration system.
Mr. Lohrenz reviewed several options for the City Council's consideration; rec-
ommendations for replacement of existing systems as they failed or needed re-
placement to achieve their full useful life, rather than replacing newer equipment
and systems; Long term benefits; and energy cost comparisons.
Mr. Lohrenz concluded his presentation by reviewing the next steps: a decision to
go ahead with an integrated geothermal system should be made soon to allow for
long-term campus plan; and, if the decision was "yes," select a design team; au-
thorize performing a thernral conductivity test; and identifying location(s) for
ground heat exchanger(s) (GHX). Mr. Lohrenz advised that design work would
need to commence within the next few months, by January 2008 at the latest to al-
low for studies to ensure that it is feasible. Mr. Lohrenz opined that, from what
he'd observed to-date, it was feasible, but without test borings being completed,
decisions on going further should be held off. Mr. Lohrenz expressed his willing
ness to work with staff to nail down where a GHX could be built.
Councilmember Roe thanked Mr. Lohrenz for his informative presentation; and
sought clarification on whether the GHX was part of Option 1 in the feasibility
report, or not included as part of replacement of the skating center rooftop units.
