Regular City Council Meeting <br />Monday, October 08, 2007 <br />Page 15 <br />Mr. Lohrenz advised that the first step should be broken into several components: <br />refrigeration plant, cooling tower on the plant that needs to be replaced anyway, <br />and future integration of the rooftop unit replacements with the cooling tower in- <br />stallation. <br />Discussion included cost comparisons and paybacks for a conventional approach <br />versus an integrated approach, with Councilmembers concurring that there was <br />minimal difference in costs with all things considered. <br />Further discussion included benefits of a multiple-stage integrated installation <br />process; advantages of a thermal storage buffer for the ice surface now to improve <br />and maintain. ice quality; other conversion projects completed by the firm; excess <br />energy to be recovered and recycled into other City Hall campus facilities; sus- <br />tainability benefits in the long term by following a phased approach; use of do- <br />mestic hot water needs without a huge cost; and location of GHX in several dif- <br />ferent areas on the campus depending on the most convenient and cost-effective <br />locations. <br />Additional discussion included conversion calculations and reduced carbon emis- <br />sions based on current energy options used in the State of MN, anticipated to <br />change dramatically as more dependence on natural energy sources rather than <br />fossil fuel sources are incorporated; and involvement of Public Works Director <br />Duane Schwartz's expertise in the process to-date. <br />Mr. Brokke advised Councilmembers that it was staffls plan to prepare for the <br />City Council's next meeting a list of advantages and/or disadvantages of each and <br />all costs that can be identified by staff to allow the City Council to make an in- <br />formed decision on this complex issue; and to determine immediate or short term <br />versus long-term financial gains to be realized. Mr. Brokke noted that this could <br />also lead to further Council policy discussions based on green technology per- <br />spectives. <br />Councilmember Pust observed that, from a business perspective, the City of <br />Roseville would be around and could recapture long-term benefits, making the <br />options presented more attractive. Councilmember Pust noted that local govern- <br />ments were being mandated to meet renewable energy thresholds by 2014, and <br />the Council should determine their options and link that mandate into future deci- <br />sions. <br />City Attorney Anderson's advice was sought on those mandates; however, he ad- <br />vised that he would provide the requested information at the next meeting, follow- <br />inghis research of the mandates as addressed by Councilmember Pust. <br />
