Regular City Council Meeting
Monday, October 08, 2007
Page 16
Mr. Lohrenz noted that it would be more costly to maintain an integrated system
versus a new plant; however, opined that the existing refrigeration plant appeared
to be well-maintained to-date.
Councilmember Pust observed that more staff was needed for the current system
maintenance than would be required in the future; with Mr. Lohrenz concurring,
noting that the compressors currently need to be rebuilt after so many hours of
operation.
Councilmember Roe asked that, when staff returned with their list of advantages
and disadvantages, they make sure to take into accomrt preliminary Option 1 for a
non-full geothernial system, and take into account the number analysis and pay-
back, detailing with as much accuracy as possible, actual maintenance numbers.
Councilmember Roe advised that he would be willing to delay action by another
week if that would allow a more detailed analysis by staff, and provide for a better
report with more complete information; with how phasing would benefit the City;
and accurate costs of maintenance included as part of the equation.
Additional discussion included how an integrated system like this could be inte-
grated into the whole package to bring enhanced efficiencies; need for soil bor-
ings as soon as possible before the weather changes; need for more heat exchang-
ers to facilitate acampus-wide system; availability on campus as currently de-
signed for installation of a GHX; and various ways to bury pipe in the ground or
in pond on the other side of the OVAL; type of refrigerants; and incorporation of
future facilities on or surrounding the campus that can be incorporated into the
system.
Mayor Klausing thanked Mr. Lohrenz for his presentation, information and assis-
tance during the discussion.
Mr. Lohrenz advised that the next step, at Council direction, would be to perform
a Thermal Conductivity Test, where a hole up to 200' or more, as recommended
by the driller, would be drilled, with a small single borehole for a heat exchanger
injected into the ground to see how well it would dissipate and determine the heat;
estimated the cost to be between $10 - 14,000.
Recess
Mayor Klausing recessed the meeting at 8:35 p.m. and reconvened at 8:43 p.m.
b.
