Regular City Council Meeting <br />Monday, October 08, 2007 <br />Page 19 <br />Mr. Darrow sought comment from Public Works Director Duane Schwartz spe- <br />cific to provisions of Section 10.d of the PUD Agreement and traffic concerns and <br />mitigations for Lydia Avenue. <br />Public Works Director Duane Schwartz <br />Mr. Schwartz reviewed projected traffic impacts identified during the EAW proc- <br />ess as potential environmental issues and mitigation strategies highlighted from <br />the PUD Agreement. Mr. Schwartz discussed immediate and future triggers for <br />additional turn lanes, possible signaling of the Lydia/Fairview intersection and <br />possible cost allocations at the time of those triggers being activated and depend- <br />ing on area development and/or redevelopment by the college or other develop- <br />ment areas, such as Twin Lakes Mr. Schwartz advised that the PUD Agreement <br />language attempted to address several potential scenarios. <br />Discussion included geometric movements associated with signal installations; <br />and any potential policy discussions by the City Council on neighborhood im- <br />pacts. <br />Mayor Klausing asked that those wishing to make public comment would limit <br />their comments to three (3) minutes to allow time for additional speakers; and <br />asked that they avoid duplicating comments or repeating previous comments if <br />they'd spoken before. Mayor Klausing reminded speakers that the purpose of <br />public comment at this time was to solicit information regarding the City Coun- <br />cil's determination as to the land use application before them and whether it met <br />existing standards. Mayor Klausing noted that the Council, as well as the Plan- <br />ning Commission, had ]ward substantive comments to-date on the project; and <br />those comments had been duly noted by individual Councilmembers and made a <br />part of the record. <br />Mayor Klausing recognized several e-mails on this issue that had been distributed <br />to the City Council as bench handouts, and that would be made a part of the re- <br />cord. <br />Public Comment <br />Dan Cooke, 3070 Shorewood Lane <br />Mr. Cooke opined that previous comments that he'd delivered from Mr. Tim Cal- <br />laghan, also a resident in the neighborhood, had not been accurately represented <br />in the record. <br />Mr. Cooke referenced comments by former Community Development Director <br />John Stark at the Planning Commission Public Hearing regarding the "proposed <br />plans from the college being ambiguous and incomplete and not meeting City <br />Code, and asked for a legal opinion from the City Attorney as to whether this put <br />
