Regular City Council Meeting <br />Monday, October OS, 2007 <br />Page 22 <br />Ron Bartz, 1499 Clarmar <br />Mr. Bartz responded to Mr. Cousins' comments regarding the number of room- <br />mates at his residence; noting that the City needed to enforce its current code, <br />with only four (4) unrelated people living in one single-family home. Mr. Bartz <br />asked that the City see the problem evidenced, and neighborhood concerns with <br />student housing off-campus and vehicles and parking not being enforced. <br />Ed Dickinson, 3188 Asbury <br />Mr. Dickinson noted that egress from the proposed parking ramp was situated to <br />direct headlights toward the residential neighborhood; and asked that serious con- <br />sideration be given to egress to the west, recognizing there may be a concern for <br />foot traffic on Ure west side. Mr. Dickinson opined that, since Northwestern Col- <br />lege was supposed to be a Christian college, and to "love thy neighbor" was a vir- <br />tue, he hoped that such considerations could be a part of the process. <br />Mayor Klausing closed public comment at 9:35 p.m.; thanking those speaking for <br />their comments, and respect of each other, noting that all present were neighbors <br />within the same conununity. <br />Mayor Klausing asked that applicant's attorney and staff to return to address those <br />concerns raised during public comment. <br />Jay Lindgren, Applicant Attorney with Dorsey, Whitney Law Firm <br />At the request of Mayor Klausing, Mr. Lindgren addressed those issues noted by <br />Mayor Klausing related to various issues. <br />Mr. Lindgren first addressed the need for buffering headlights on the upper deck <br />of the parking structure and conceptual nature of the current designs, and the col- <br />lege's openness to a possible wall or other solution to lessen headlight impacts. <br />Mr. Lindgren opined that it was a good public comment, and assured that the col- <br />lege would be responsive to that concern, and work with staff to resolve that is- <br />sue. <br />Mayor Klausing sought City Attorney Anderson's comment on the allegation that <br />the contract was ambiguous or incomplete. <br />City Attorney Anderson opined that the contract was enforceable; that the PUD <br />Agreement had been reviewed and commented on extensively by he and City At- <br />torney Jay Squires over quite a long period of time; and that it covered all areas <br />needed to be covered in terms of mitigation strategies detailed throughout the <br />process; and provided language for division of responsibilities; and met provi- <br />sions for all necessary materials from a legal standpoint, and as desired by and in <br />the best interests of the City of Roseville. <br />
