Regular City Council Meeting <br />Monday, October 08, 2007 <br />Page 24 <br />Councilmember Ililan spoke against the motion, opining that given the time and <br />importance of this decision, lateness of the hour, and amount of deliberation re- <br />maining, there would not be sufficient time to allow that deliberation tonight; and <br />she was prepared to make a motion to continue the item to the next meeting to <br />complete those deliberations. <br />Roll Call <br />Ayes: Roe; Kough; Pust; and Klausing. <br />Nays: Ihlan <br />Motion carried. <br />Councilmember Ihlan's read Mr. Callaghan's concerns related to the location of <br />the baseball field and potential vehicular and/or pedestrian safety issues. <br />Mayor Klausing so noted Councilmember Ihlan's comments. <br />Mayor Klausing addressed the issue of the other entrance onto Lydia raised dur- <br />ing public comments; with Public Works Director Schwartz discussing rationale <br />and potential compatibility issues in the residential neighborhood and congestion <br />reduction mitigations. <br />Ms. Bloom addressed public emrcerns raised about additional runoff from the site; <br />with Ms. Bloom reviewing the Storni Water Management provisions and condi- <br />tions for each stage of future development (Section 10.8) of the Pi1D Agreement. <br />Ms. Bloom also addressed traffic and parking mitigations outlined in Section 10.9 <br />of the PUD Agreement, and specifically noted subsection e. on page 9, line 13 re- <br />garding right-of way improvements. <br />Further discussion was held regarding traffic exiting the ramp, and potential head- <br />light impacts to the adjoining residential area; approval stipulations of the City of <br />Arden Hills and their required design considerations related to the ring road not <br />existing into Arden Hills; and pedestrian safety concerns, prompting the college to <br />consider a potential humel for student access in the proximity of the proposed <br />ramp. <br />Additional discussion related to the PA system noise at the stadium; with Mr. <br />Lindgren addressing mitigation done to-date by the college to reduce that noise <br />working within state and city requirements. <br />Mr. Cooke returned to speak of sporting events held at the stadium almost every <br />weekend; and the need for the college to address the needs of the community, the <br />neighbors, and provide provisions to address negative impacts and noise pollution <br />from PA system. <br />
