Regular City Council Meeting <br />Monday, September 10, 2007 <br />Page 16 <br />Councilmember Kough concluded his comments by opining that he <br />didn't want to see the budget increase substantially this year. <br />1) Resolution - Adopt a Resolution Approving the 2008 Pre- <br />liminary Tax Levy and Budget <br />Adopting 2008 Preliminary Tax Levy <br />Roe moved, Pust seconded, adoption of Resolution No. 10549 <br />entitled, "Resolution Submitting the Preliminary Property Tax <br />Levy on Real Estate to the Ramsey County Auditor for the Fis- <br />cal Year of 2008;" establishing the Preliminary 2008;" estab- <br />lishing the levy at $12,896,360.00. <br />Councilmember Roe noted that this would provide an approxi- <br />mate $$1.2 million increase from 2007, and represent an ap- <br />proximate increase of 10% for programs and services, in addi- <br />tion to allowing an unallocated $185,000 in reductions at this <br />point. <br />Mayor Klausing noted that, similar to last year's process, this <br />would allow City Manager Malinen and staff to assign priori- <br />ties, rather than the City Council going through line items. <br />Councilmember Roe noted that, in additional to Councilmem- <br />ber suggestions, there may be essential items in the Capital line <br />items yet to be determined. <br />Public Comment <br />John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn referenced comments once heard that Roseville <br />was a low tax, but high fee City; opining that fees represented <br />taxes as well in the overall scheme. <br />Mr. Kysylyczyn spoke in support of Councilmember Roe's <br />suggestion for a phased adjushnent for reserve fund, opining <br />that policies and standards could not be achieved immediately. <br />Related to the Building Replacement Fund, Mr. Kysylyczyn <br />opined that Fire Station #1 be demolished; Fire Station #2 be <br />
