Councilmember Pust <br />recognized the concerns about funding a private project; how- <br />ever, clarified that no one on the HRA was advocating "giving <br />money away;" and for the listening audience, provided assur- <br />ance that the Har Mar Apartment project was a strong, afford- <br />able housing option in need of substantial renovations to keep it <br />viable as an affordable housing option. <br />Councilmember Kough noted that in the past he had questioned <br />the HRA on them spending money on what he deemed to be <br />non-housing related needs; but opined that since that time they <br />had "been in line," and while taking a chance with the Har Mar <br />Apartment project, it was a good use of HRA money. Coun- <br />cilmember Kough further opined that this year, we should allow <br />the HRA levy request, and consider a project for Roseville. <br />Additional discussion included an appropriate levy amount to <br />allow some increase in current activities and projects without <br />allowing the maximum levy request; and the proposed five-year <br />strategic planning by the HRA. <br />Councilmember Ihlan reiterated her annual comments regarding <br />the structure of the HRA, supporting appointment of the City <br />Council as the HRA so the elected body maintains budget and <br />levy authority and control of tax monies, with creation of a <br />housing advisory board. Councilmember Ihlan proposed a zero <br />percent HRA levy increase, while restructuring the HRA into a <br />larger City Council budget, allowing the elected body to retain <br />decision making. <br />HRA Preliminary Tax Levy <br />Klausing moved, Roe seconded, adoption of Resolution No. <br />10552 entitled, "Resolution Submitting the Housing and Rede- <br />velopment Authority, in and For the City of Roseville, Prelimi- <br />nary Special Property Tax Levy on Real Estate to the Ramsey <br />County Auditor for the Fiscal Year of 2008;" establishing the <br />HRA levy at $350,000. <br />
