Regular City Council Meeting <br />Monday, September 10, 2007 <br />Page 23 <br />Mayor Klausing indicated that this would provide $255,750 for <br />maintaining current programs; $100,000 for the Har Mar <br />Apartment project; and $94,250 for seed money for the HRA to <br />initiate proposals. <br />Mr. Darrow noted that the middle ground would give the HRA <br />some confidence and momentum to move forward with their <br />strategic planning and identify future projects for next year's <br />levy request. <br />Councilmember Roe expressed enthusiasm that the HRA was <br />willing to work within the budget constraints before them; and <br />asked that the HRA not wait until the end of next year or budget <br />time to bring identified and proposed projects to the City Coun- <br />cil's attention. <br />Mayor Klausing further encouraged the HRA to keep the City <br />Council more informed and "in the loop" with their progress, <br />exclusive of requesting Council action and for information pur- <br />poses. <br />Councilmember Ihlan requested that Mr. Miller identify the <br />percent increase proposed; and expressed concern that the City <br />Manager recommended budget was reduced, and now there ap- <br />peared to be an additional $100,000 available for unspecified <br />purposes for the HRA to determine how best to spend. Coun- <br />cilmember Ihlan opined that this was not responsible of the City <br />Council and noted that she would be voting in opposition to the <br />motion. <br />Councilmember Roe opined that the HRA was part of the proc- <br />ess, and that the City Council was still in control of expending <br />the money toward multi-family or other housing projects; and <br />further opined that the HRA budget was not a mystery to the <br />public, and went toward a very specific purpose. Councilmem- <br />ber Roe spoke in support of the motion. <br />Councilmember Pust observed that people could have a differ- <br />ence of opinion on whether or not to have an HRA; however, <br />
