Regular City Council Meeting Monday, September 10, 2007 Page 23 Mayor Klausing indicated that this would provide $255,750 for maintaining current programs; $100,000 for the Har Mar Apartment project; and $94,250 for seed money for the HRA to initiate proposals. Mr. Darrow noted that the middle ground would give the HRA some confidence and momentum to move forward with their strategic planning and identify future projects for next year's levy request. Councilmember Roe expressed enthusiasm that the HRA was willing to work within the budget constraints before them; and asked that the HRA not wait until the end of next year or budget time to bring identified and proposed projects to the City Coun- cil's attention. Mayor Klausing further encouraged the HRA to keep the City Council more informed and "in the loop" with their progress, exclusive of requesting Council action and for information pur- poses. Councilmember Ihlan requested that Mr. Miller identify the percent increase proposed; and expressed concern that the City Manager recommended budget was reduced, and now there ap- peared to be an additional $100,000 available for unspecified purposes for the HRA to determine how best to spend. Coun- cilmember Ihlan opined that this was not responsible of the City Council and noted that she would be voting in opposition to the motion. Councilmember Roe opined that the HRA was part of the proc- ess, and that the City Council was still in control of expending the money toward multi-family or other housing projects; and further opined that the HRA budget was not a mystery to the public, and went toward a very specific purpose.
