Regular City Council Meeting <br />Monday, September 10, 2007 <br />Page 9 <br />to complete Tasks 1 and 2 as outlined in the staff report, to allow <br />more time for the City Council to work through the scope services for <br />subsequent and more substantive tasks. <br />Discussion included whether such action would put the City at a dis- <br />advantage, rather than approving the entire contract scope and cost at <br />this time. <br />Interim Community Development Director Mike Darrow advised that <br />this process was advantageous to the City in allowing more room to <br />negotiate, and to allow for negotiation and development of a detailed <br />scope for remaining tasks and the bulk of the contract, including a <br />menu for each task, personnel available, deliverables and methodol- <br />ogy for each of those tasks. <br />Councihnember Ihlan opined that she was supportive of structuring <br />the contract in this way, allowing for consensus-building and time for <br />fine-tuning the scope of the contract by the City Council. <br />Ihlan moved, Pust seconded, approval of a Consultant Services <br />Agreement between the City of Roseville and Hoisington Koegler <br />Group, Inc. (HKGI) to undertake Tasks 1 (Organize the Planning <br />Process) and Task 2 (Establish Understanding of Roseville Today) for <br />a not-to-exceed budget of $33,937.00; as detailed in Exhibit A enti- <br />tled, "Scope of Services" of the agreement. <br />Roll Call <br />Ayes: Roe; Pust; Ihlan; Kough; and Klausing. <br />Nays: None. <br />8. Other Business Items <br />a. City Council Action on the 2008 Preliminary Budget <br />City Manager Malinen and Finance Director Miller were available. <br />Mr. Miller noted that staff had attempted to respond to Councihnem- <br />ber e-mails and phone comments and questions received, with the ex- <br />ception of those received over the weekend and earlier today. Mr. <br />Miller advised that staff would respond to those as soon as possible, <br />and noted that representatives from all departments were available at <br />tonight's meeting for specific questions.
