Regular City Council Meeting <br />Monday, September 10, 2007 <br />Page 8 <br />Discussion included source of funding and allocations from the City's <br />Risk Management Fund when specific projects or initiatives were <br />identified that would help with long-teen loss prevention efforts and <br />long-term cost savings. <br />Finance Director Chris Miller reviewed the source of the Risk Man- <br />agement Fund, balance in the fund of approximately $1 million used <br />to off-set city-wide liability premiums and for self-insurance uses, in- <br />cluding funding increased deductibles on insurance coverage. <br />Further discussion included past accidents from winter hazards; and <br />planned construction for this area delayed due to other issues and nec- <br />essary repairs at the OVAL. <br />Parks and Recreation Director Lonnie Brokke addressed Council- <br />member questions regarding design strategy configurations for this <br />portion of the project to allow implementation with any future geo- <br />thermal construction. Mr. Brokke also noted that this price estimate <br />was much more compatible with staff's projected costs in the original <br />bidding, opining that the range of costs for this component was due <br />mainly to a misunderstanding of specifications. <br />Roe moved, Ihlan seconded, authorizing staff to proceed with the en- <br />gineering and installation of an in-concrete heating system for the en- <br />trance stoop, steps, and sidewalk area as described for the Roseville <br />Skating Center project, with costs estimated at $27,302, to be taken <br />from the City Risk Management Fund. <br />Roll Call <br />Ayes: Roe; Pust; Ihlan; Kough; and Klausing. <br />Nays: None. <br />i.
