~~ ~~ <br />review as long as the proposed project was within the parameters of the AUAR, <br />with special concerns regarding service mix retail and/or big box retail. <br />Mr. Carlson opined that the AUAR was an analysis document and would control <br />the upper limit of final approvals; however, that does not constitute land use zon- <br />ing approval for any future project; and questioned whether the City Council <br />would ultimately approve big box retail as land use zoning. However, Mr. Carl- <br />son noted that, if the Council chose to do so, the AUAR would have provided an <br />analysis for that use. <br />Mr. Darrow advised that the Council, as a policy issue, define "big box" and spe- <br />cifically state whether they were interested or not in having it in the community of <br />Roseville; and to so advise staff to allow them to add such revisions to existing <br />ordinance accordingly. <br />Further discussion ensued regarding comments, responses and mitigation strate- <br />gies recommendations; the Oak forest around Langton Labe and written com- <br />ments from the Metropolitan Council; <br />Mr. Carlson advised that it was common for the Metropolitan Council to include <br />recommendations; however, noted that the City Council, not the Metropolitan <br />Council, had authority of land uses, and that the recommendations were meant as <br />suggestions. <br />Councilmember Roe reviewed Responses #7 and 8 of the revised document ad- <br />dressing the concerns raised by Councilmember Ihlan. <br />Ihlan moved, Kough seconded, directing staff to prepare a revision to the pre- <br />sented plan to require restoration and preservation of a moderate quality oak for- <br />est in the vicinity of Langton Lake as identified in the Metropolitan Council's <br />written comments, Item # 11; and to revise the AUAR's worst case scenarios to <br />provide for restoration and preservation of a moderate quality oak forest as identi- <br />fied. <br />Mayor Klausing opined that the responses addressed this issue already in the re- <br />vised document; and noted that the Council was aware of the priority need to de- <br />velop atree preservation ordinance. <br />Councilmember Pust concurred with Councilmember Roe's observations that lan- <br />guage of the DRAFT AUAR mitigation plan, page 72 and 73, addressed the Oak <br />forest and the need for their protection. <br />Councilmember Roe suggested changing language from "can" to "will" or "must" <br />or "shall" if that provided stronger language. <br />Mayor Klausing spoke in opposition to the motion; supporting changing language <br />from "can" to "shall" on page 72 and 73. <br />
