e lar i o cil e~ <br />on aye cto er f 7 <br />age 1Q <br />Interim Community Development Director Mike Darrow requested discussion <br />and direction regarding Twin Lakes and the Design Principles created in 2002 to <br />guide master developments, as presented in the staff report. <br />Mr. Darrow reviewed recent Planning Commission requests for direction to work <br />with staff to review and evaluate design principles that the Planning Commission <br />determined to be valuable to the Twin Lakes Redevelopment Area, with Council <br />direction on a list of priority items to address/consider in developing such design <br />standards, including creation of development standards that support the Twin <br />Lakes Master Plan; and periodic review by the City Council for additional direc- <br />tion during their study for potential policy changes. Mr. Darrow noted that this <br />was not related to specific land use decisions, but overarching design guidelines <br />since the 2002 preparation of the document, and subsequent recommendations to <br />the City Council, anticipating that afollow-up document would be prepared for <br />review by the City Council at their November Study Session. <br />Discussion included original formulation of the grant-funded document and pub- <br />lic process followed; additional opportunities to engage public input at the Plan- <br />ning Commission and City Council level as the document was reviewed; purpose <br />of the guidelines and its implications on future development and/or redevelop- <br />ment in the area; standards referenced in code related to B-6 design standards, but <br />not formally adopted into code; potential of pursuing a broader citizen process <br />through a study group or committee, in addition to the Planning Commission; and <br />future presentation by the original consultant provide input; and proposal for the <br />document to remain as a guideline or principles, rather than codified. <br />By consensus, the Council directed the Planning Commission to work with the <br />city's Community Development Department staff to review and evaluate design <br />principles that the Planning Commission determines to be valuable to the Twin <br />Lakes Redevelopment Area. <br />e. Resolution -Consider Adoption of a Resolution Adopting the Twin Lakes <br />Business Park Alternative Urban Areawide Review (AUAR) Update <br />Economic Development Associate Jamie Radel; Phil Carlson of DSU, and Interim <br />Community Development Director Mike Darrow was present for this presenta- <br />tion. <br />Ms. Radel provided a brief presentation, outlining the historical context of the <br />AUAR process from August of 2001 to-date; requesting that the City Council, by <br />resolution, adopt the Twin Lakes Business Park Alternative Urban Areawide Re- <br />view (AUAR) Update. <br />Discussion included the revisions made to the document and inclusion of com- <br />ments and responses as part of the final document; MN Statute process on the <br />AUAR process for new and updated AUAR's and responsibility of the RGU. <br />Councilmember Ihlan repeatedly raised concerns that the City Council, upon ap- <br />proval, would make any future projects immune from additional environmental <br />
