General Ordinances <br />a. Consider Adopting an Ordinance Adding 503.10, Use of Bow and Arrow, to <br />Roseville City Code <br />Captain Mathwig, at the request of Mayor Klausing, provided a brief summary of <br />the proposed ordinance, and previous discussions of the City Council, noting that <br />general shooting of a bow and arrow in the City had not previously been ad- <br />dressed by ordinance. Captain Mathwig advised that some concern had been <br />raised with Roseville being an urban suburb, and the possibility of an errant ar- <br />row, creating safety issues and prompting the proposed ordinance. <br />Mayor Klausing advised that he had worked with Police Chief Carol Sletner, her <br />staff and the City Attorney, to offer language as defined in the second paragraph <br />of Section 503.10: Use of Bow and Arrow;" defining unlawful uses, with only <br />lawful uses, specifically reviewed and authorized by the Chief of Police allowed. <br />Mayor Klausing noted that this also addressed Councilmember Kough's concerns <br />raised at an earlier meeting related to qualifying for national Senior Olympics, <br />and other competitive events, as long as they were approved by the Chief of Po- <br />lice. <br />Councilmember Ihlan opined that this proposed ordinance did not address original <br />safety concerns of parents; and spoke in support of prohibiting any bow and arrow <br />use in residential backyards; and questioned the validity of the Police Chief as the <br />authority, and whether this would create enforcement difficulties, or any potential <br />risk for the City. <br />Mayor Klausing opined that it was his intent to be as unrestrictive as deemed pru- <br />dent; noting that there were unique land uses in Roseville that may be suitable for <br />bow and arrow target practice, while still ensuring that the City was meeting <br />safety concerns. <br />
