eg lar i o ci ~~~eti <br />ou~tayg cto~er ~ ~~7 <br />Page 4 <br />Discussion included a lack of documented complaints or improper use of bow and <br />arrows by the Police Department over several decades. <br />Klausing moved, Pust seconded, enactment of Ordinance No. 1353 entitled, "An <br />Ordinance adding Section 10 to Title Five, Chapter 503, Use of Bow and Arrow, <br />as presented. <br />Councilmember Ihlan spoke in opposition to the motion; opining that this ordi- <br />nance didn't address the original problem raised; and further opining that the or- <br />dinance should ban backyard use of a bow and arrow, and would be more appro- <br />priate in public parks, rather than backyards <br />Mayor Klausing opined that this ordinance didn't allow the Chief of police any <br />more discretionary authority than previously granted; and spoke in support of the <br />ordinance as presented, given some of the unique topography and isolated proper- <br />ties in the community. <br />Councilmember Roe, after following the discussion, spoke in support of the lan- <br />guage as proposed; opining that in practicality, there were not too many instances <br />where the Chief of Police would be able to approve backyard ranges; and should <br />there be rare and particular lots where their size, configuration, and/or topography <br />would indicate that a backyard target would be safe, he expressed his support of <br />such allowance. Councilmember Roe further opined that, given the Chief of Po- <br />lice's training and background, he trusted her judgment and discretion. <br />Roll Call <br />Ayes: Roe; Kough; Pust; and Klausing. <br />Nays: Ihlan. <br />7. Other Business Items <br />a. Receive a Report from the Ethics Commission <br />All five (5) members of the Ethics Commission were present for tonight's presen- <br />tation: Chair Mike Schneider; Dave Apolloni; Melissa Weldon; LuAnne Peder- <br />son; and Duane Cady. <br />Mr. Schneider thanked Mayor Klausing and the City Council for taking on this <br />difficult topic; opining that it was a very good protection for the City. Mr. <br />Schneider reviewed the process, from the Commission's appointment on October <br />31, 2006, and their work to-date on Ordinance 1338 and Resolution 10408 for <br />public officials and City employees; and thanked the Ethics Commissioners for <br />their diligence during the process. Mr. Schneider advised the City Council that <br />the Commission now had a much better understanding of their role in the process. <br />Mr. Schneider summarized the three (3) bench handouts provided by the Ethics <br />Commission and distributed by City Manager Malinen during the meeting. Those <br />reports were entitled, "City of Roseville Ethics Commission -How the Commis- <br />sion Handles Reports;" "Procedure for Advisory Ethics Opinions;'' and a memo- <br />
