Councilmember Roe recognized the number of user groups using the facility <br />continually reminding Councilmembers of the current shortage of ice. <br />Mayor Klausing spoke in support of capturing waste energy; the tremendous op- <br />portunity potential; and the need to consider long-term solutions now. <br />Further discussion included retrofitting the system and replacing components over <br />the next 5 - 8 years; options for expansion; whether to take the initiative now <br />rather than phasing in over a longer term; bidding and construction timelines; and <br />whether adesign/build may be an option, depending on the number of companies <br />with available expertise. <br />Councilmember Roe expressed his personal interest in initiating the process now, <br />and getting a plan in place to systematically phase in the geothermal system as <br />other campus systems need replacement, allowing for extension of the geothermal <br />field. <br />Mayor Klausing expressed his comfort level in pursuing the next step to perform <br />soil tests to see if the technology is feasible, based on the soil materials; withhold- <br />ing judgment on a full or partial replacement until those tests are completed. <br />City Attorney Squires briefly outlined the option for best value contracting, using <br />evaluative criteria other than lowest responsible bids. <br />Councilmember Roe observed that the one-month turnaround for the conductivity <br />test and evaluation would allow the City to consider other options as well. <br />Klausing moved, Pust seconded, acceptance of the Roseville Skating Center and <br />City Hall Campus Feasibility Study Report dated September 23, 2007, as pre- <br />pared by Geo-Xergy and presented to the City Council at their regular meeting of <br />October 8, 2007. <br />Roll Call <br />Ayes: Ihlan; Roe; Kough; Pust; and Klausing. <br />Nays: None. <br />Mr. Brokke advised that staff was submitting costs to Xcel Energy for potential <br />reimbursement. <br />Ihlan moved, Klausing seconded, authorizing and directing staff to conduct a <br />conductivity report, as presented, at a cost not to exceed $30,000; for approxi- <br />mately 3-4 holes. <br />Roll Call <br />Ayes: Ihlan; Roe; Kough; Pust; and Klausing. <br />Nays: None. <br />d.
