Call of <br />Mayor Klausing called to order the Roseville City Council regular meeting in regular <br />open session at approximately 6:00 p.m. and welcomed everyone. <br />(Voting and Seating Order for October: Ihlan; Roe; Kough; Pust; and Klausing) <br />City Attorney Scott Anderson was also present. <br />2. Approve Agenda <br />Councilmember Ihlan requested removal of Consent Agenda Item 8.g entitled, "Establish <br />a Public Hearing to Consider the Extension of Tax Increment Financing District No. 1 - <br />Centre Pointe;" for discussion. <br />The agenda was approved by consensus, as amended. <br />3. Public Comment <br />Mayor Klausing called for public comment by members of the audience on any non- <br />agenda items. <br />a. Al Sands, 2612 Aldine <br />Mr. Sands distributed a bench handout packet providing his personal analysis of <br />the City's nine (9) Tax Increment Financing (TIF) Districts for City Council re- <br />view. <br />Mr. Sands asked that the City Council advise him why the Old Twin Lakes Dis- <br />trict (No. 11) was not being decertified. <br />b. John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn verbally reviewed his written comments, provided as a bench <br />handout, regarding the recent report of City Manager Malinen regarding Mr. Ky- <br />sylyczyn's previous comments related to videotaping of City Council meetings, <br />specifically the Special Meeting of August 27, 2007 at which interviews were <br />held for prospective Comprehensive Plan Update consultants. <br />Mr. Kysylyczyn suggested that in the future, when investigating citizen com- <br />plaints, rather than staff taking a sovereign immunity position, that they take a po- <br />sition to trust, but verify. <br />
