Mayor Klausing announced the award to the Roseville Police Department of the <br />National Town Watch Award for their coordination and endorsement of commu- <br />nity National Night Out activities. Mayor Klausing noted that, while the City had <br />won this award annually over a number of years, this year they received their <br />highest ranking, 13th in communities of similar population size. Mayor Klausing <br />further noted that over seventy (70) neighborhoods held activities on National <br />Night Out, with other events held on different nights with similar themes. <br />On behalf of the community and the City Council, Mayor Klausing thanked the <br />Police and Fire Departments for their participation and encouragement of these <br />events. <br />b. Councilmember Roe, as a follow-up to earlier comments of Mr. Sands, advised <br />Councilmembers that the Ramsey County League of Local Governments <br />(RCLLG) was sponsoring a presentation on tax increment financing later in the <br />week, and sought additional information from Councilmember Ihlan, the City's <br />representative to the RCLLG. <br />Councilmember Ihlan advised that the presentation was scheduled for Thursday, <br />October 25, 2007; would be held at the Snail Lake Education Center in Shore- <br />view; and encouraged Councilmembers and interested members of the public to <br />attend. <br />It was noted that the meeting had been publicly noticed as a City meeting to allow <br />a quorum of Councilmembers to attend. <br />5. Recognitions, Donations, Communications <br />a. Proclamation of November as American Indian Month <br />Mayor Klausing read the proclamation recognizing November 2007 as American <br />Indian Heritage Month in the City of Roseville. <br />Kough moved, Ihlan seconded, proclaiming November 2007 as American Indian <br />Heritage Month in the City of Roseville, urging all citizens to join in appreciation <br />for our rich and diverse community. <br />Roll Call <br />Ayes: Ihlan; Roe; Kough; Pust; and Klausing. <br />Nays: None. <br />b. Proclamation of October 27, 2007 as "Make a Difference Day" <br />Mayor Klausing read the proclamation recognizing October 27, 2007, as "Make a <br />Difference Day," in the City of Roseville. <br />
