eg ar° iy ® cii Ceti <br />®n ay, ct® er 7 <br />age 2 <br />ing ideas, and personally ranking each; then indicate their top five (5) for the first <br />twelve (12) month range; then the intermediate group of five (5); then their long- <br />term selection of five (5). <br />It was Council consensus that a considerable amount of time be set aside for this <br />discussion at the I~Tovember 19, 2007 Council meeting. <br />f City a~ager~ eview <br />_ Councilmember Pust presented a draft form for Council review of a "mini 360 <br />degree" evaluation for City Manager Malinen's six (6} month review, as created <br />by a subcommittee of Councilmembers Roe and Pust, along with input from City <br />Manager Malinen, and items identified in his contract. Councilmember Pust ad- <br />vised that Councilmember Roe would be speaking to a more detailed annual re- <br />view format for future reviews, currently being drafted for Council review and <br />comment. Councilmember Pust advised that, it was being recommended by the <br />subcommittee for this initial review, and due to the City Manager's limited time <br />and involvement in the community to-date, that the review would be completed <br />by individual Councilmembers, City Department Heads, two (2) staff members <br />not direct reports to Mr. Malinen; and while still under discussion, potentially a <br />representation of broad-based community input, possible members of the Imagine <br />Roseville 2025 Steering Committee. Councilmember Pust advised that, her per- <br />sonal rationale for suggesting this community-based group was to avoid a lengthy <br />selection process for citizen involvement for this initial review, recognizing that <br />the City Council had recently appointed this representation of the community. <br />Councilmember Roe addressed suggestions included in the packet for Council <br />consideration for proposed long-term goals for future evaluations; advising that <br />the model for the form was taken from an evaluation form used in Tacoma, WA. <br />Councilmember Roe concurred that specifics of that proposed form were not ap- <br />plicable to Mr. Malinen's short-term with the City for this first evaluation period. <br />Councilmember Pust requested designation of Councilmember Roe and her as a <br />subcommittee to complete the process, followed by a discussion and the actual <br />review by the whole City Council in executive session, to allow the subcommittee <br />to collect data, keep the process as anonymous as possible, and to avoid any con- <br />flicts for staff. <br />It was Council consensus to designate Councilmembers Pust and Roe as the sub- <br />committee during this process, and they advised they would provide individual <br />Councilmembers with final forms for the short-term evaluation. <br />Councilmembers were encouraged to provide comment and -feedback outside the <br />Council meeting to Councilmembers Pust and Roe as they finalized the evalua- <br />tions, both short and long term forms. <br />
