eg lar ity cil eeti <br />M®IId.a3'9 ~~~~ber 2~~ ~®®7 <br />age 19 <br />on too large of a load, and that this process would require a more deliberate proc- <br />ess. <br />Councilmember Pust opined that the only way to proceed would be to do so goal <br />by goal, with items falling to a lower priority through the discussion process, <br />unless Councilmembers proposed to proceed in writing, rather than through dis- <br />cussion. <br />Mayor Klausing questioned whether a limited number of items should be identi- <br />fied to provide a more workable list of priorities. <br />Discussion included practical applications based on other statutory Council obli- <br />gations; short versus long term categories and analysis options; and retaining cur- <br />rent numbering system to allow reference to the original documents. <br />Councilmember Pust suggested a "5-5-5" approach, with individual Council- <br />members selecting five (5) priorities for the next twelve (12) months; another five <br />(5) for consideration over the next one (1) to five (5) years; and another five (5) <br />priorities for accomplishment over the next five (5) years. <br />Mayor Klausing sought comment from City Manager Malinen on Councilmember <br />Pust's suggestion for staff overall for short, intermediate and long-range planning. <br />City Manager Malinen addressed the broad nature of some of the items; and sug- <br />gested another review by the Council on strategy levels, paying attention to the <br />brainstorming, and areas that overlapped and others that may not be appropriate at <br />this time to those items already identified by Councilmembers. City Manager <br />Malinen used the example of Item 1.A.6. for fostering youth leadership and de- <br />velopment, with numerous brainstorming ideas included, and perhaps not all ap- <br />plicable, but the only way staff could interpret previous Council selections. <br />Councilmember Pust suggested this may be homework for individual Council- <br />members before the next discussion, to more clearly define their choices. <br />Further discussion included Councilmember Roe's identification of at least sev- <br />enty (70) items on the brainstorming level chosen by Councilmembers; with <br />Mayor Klausing questioning whether a total of fifteen (15) items were chosen, or <br />if a few were chosen for short-term focus, noting that other items not chosen re- <br />mained important, but were not identified as priorities at this immediate time. <br />Councilmembers concurred that in order to make this an effective strategic plan, it <br />would need an annual review and re-evaluation. <br />Mayor Klausing reviewed consensus items for individual Councilmembers before <br />the next discussion: individual Councilmembers refining their list of brainstorm- <br />
