e lar ity o cil eeti <br />Monday, C)ctober 22, 2007 <br />.age <br />Roll Call <br />Ayes: Ihlan; Roe; Kough; Pust; and Klausing. <br />Nays: None. <br />7~ eneral rdinances <br />a~ rdinance -Consider acting a r i ancc A en ing 'T'itle Five, C a ter <br />501, Ani al Control <br />Councilmember Kough introduced the proposed ordinance; Councilember Pust <br />summarized the proposed ordinance; and Carol Kough provided comment on pro- <br />posed language. <br />Buddy Pust was introduced, and with rabies vaccination proof in paw, advocated <br />to be the City's first lifetime animal license recipient; providing incentive to the <br />rest of the Roseville canine -and feline -community to follow his lead. <br />Councilmember Kough provided as a bench handout additional language revi- <br />sions reworked. following consultation between Councilmembers Roe and Pust, <br />and after those included in the Council packet, as well as a publication summary <br />of the ordinance. <br />Councilmember Pust reviewed numerous revisions to the ordinance, including the <br />importance of incentives for pet owners to sterilize or alter their animals for safety <br />concerns; setting forth standards in the ordinance and adding definitions for addi- <br />tional clarity; identifying ordinance violations as administrative offenses for <br />which administrative penalties could be imposed to further encourage compliance <br />and cover City costs associated with enforcement; defining electronically tagged <br />pets, based on previous testimony of Ms. Kough; City-designation of other enti- <br />ties (i.e., local veterinarians) to issue licenses; refinement and consolidation of <br />various types of licenses; providing certain necessary exemptions to licensing for <br />temporary visitors to the City (i.e., hotel stays); requirements for pet owners to <br />keep their address current with the City to facilitate return of stray animals; hu- <br />man treatment and provisions of food and water during impoundment; and refer- <br />ences to state law regarding the operation of impound facilities and time period <br />for impoundment. <br />Councilmember Ihlan reviewed the proposed license and permit fee differential, <br />and rationale for the differential, with those fees representing incentives for steril- <br />izing, electronically tagging, and lifetime licensing of pets to ultimately better <br />serve the public purpose. <br />Ms. Kough opined that proposed stricken language in Section 501.02 remain in <br />the ordinance. <br />
