Call Roll <br />Mayor Klausing called to order the Roseville City Council regular meeting in open ses- <br />sion at approximately 6:00 p.m. and welcomed everyone. <br />Mayor Klausing welcomed Boy Scouts from Troop #150. <br />Voting and Seating Order for November: Roe; Pust; Kough; Ihlan; and Klausing. Prior to <br />the meeting, Councilmember Pust advised she would be late due to traffic; she arrived at <br />approximately 6:12 p.m. City Attorney Scott Anderson was also present. <br />2. Approve Agenda <br />Mayor Klausing noted that three (3) items had been removed from tonight's agenda: <br />Items l l.b, d, and e, respectively entitled, "Consider request by Emmes Realty Services <br />LLC for an Amended Planned Unit Development at HarMar Mall, 2100 Snelling Avenue <br />N;" Council Discussion of City Code Enforcement; and "Consider Request of Commu- <br />nity Development Department to issue Ramsey County Court Citation against the Owner <br />of 2967 Galtier Street for a Public Nuisance Violation." <br />The agenda was approved by consensus, as amended. <br />3. Public Comment <br />Mayor Klausing called for public comment by members of the audience on any non- <br />agenda items. <br />Councilmember Roe reminded speakers to limit their comments to five (5) minutes or <br />less, in accordance with City Council Rules of Procedure. <br />a. Bob Venters, 1964 Fairview Avenue N (Human Rights Commissioner) <br />Mr. Venters advised that he was speaking on behalf of the City of Roseville's <br />Human Rights Commission (HRC) regarding recent legislation in the State of <br />California for landlords to ask the immigration status of current or prospective <br />tenants. Mr. Venters advised that the HRC was encouraging the Roseville City <br />Council to be a leader for the rest of the State by being the first City in Minnesota <br />to adopt such an ordinance, assuring all that Roseville was proactive in being a <br />welcoming community. <br />Mr. Venters provided rationale for such an ordinance, and demographics showing <br />that the City had a 40% diverse population; and that such an ordinance would <br />eliminate any potential risk of discrimination in the future. <br />
