Regular City Council Meeting <br />Monday, November 26, 2007 <br />Page 2 <br />Mr. Venters respectfully requested that Councilmembers research passage of <br />such an ordinance. <br />Mayor Klausing noted that this request was out of the ordinary process for con- <br />sidering action; noting that an advisory commission would typically make a <br />recommendation to their staff liaison, with staff research, and then a recommen- <br />dation through staff to the City Council. Mayor Klausing noted that the advan- <br />tage of this process would be for staff to provide the City Council with suffi- <br />cient research on intended and potentially unintended consequences (i.e., is mu- <br />nicipal law pre-empted by any state regulations; what research has the HRC or <br />staff done to-date). <br />Mayor Klausing asked that the HRC, as a body, discuss their recommendation <br />with City Manager Malinen. <br />Councilmember Ihlan sought additional information, as part of the HRC's dis- <br />cussion with staff, on how the California law could be adapted to municipal <br />code. <br />4. Council Communications, Reports and Announcements <br />a. Councilmember Kough questioned why it appeared that the prairie grass had <br />been mowed closer to the building than usual; and questioned rationale for <br />that; if it was aone-time situation or long-term remedy. <br />City Manager Malinen advised that he would find a response from the City's <br />Public Works Department and provide a response to the full City Council. <br />Councilmember Pust arrived at this time. <br />5. Recognitions, Donations, Communications <br />None. <br />6. Approve Minutes <br />a. Approve Minutes of 11/19/07 Regular Meeting <br />Klausing moved, Kough seconded, approval of the minutes of the November 19, <br />2007 Regular Meeting as amended. <br />Corrections• <br />Page 5, 4th paragraph, Item 9.b, entitled, "Enact an Ordinance Amending Ti- <br />tle Five, Chapter 501 of the City Code encouraging Sterilization of Domestic <br />Animals and Compliance with the City's Licensing Requirements (former <br />Consent Item 8.e) (Ihlan) <br />Correct to read: <br />"Councilmember Pust opined that the language had been revised that no animal should <br />be allowed to run at-large, whether in heat or not; however, agreed to reinstate the lan- <br />guage <br />Page 6, Motion, Item 9.b (HIausing) <br />
