Call Roll <br />Mayor Klausing called to order the Roseville City Council regular meeting at approxi- <br />mately 6:00 p.m. and welcomed everyone. <br />Present: Roe; Pust; Ihlan; and Klausing <br />Mayor Klausing noted that Councilmember Kough had previously advised that he would <br />not be present at tonight's meeting. <br />City Attorney Steve Andersen was also present. <br />• <br />2. Approve Agenda <br />The agenda was approved by consensus, as presented. <br />3. Public Comment <br />Mayor Klausing called for public comment by members of the audience on any non- <br />agenda items. <br />a. Eugene Bahnemann, 2656 N Lexington Avenue <br />Mr. Bahnemann expressed his continued concern with the natural growth land- <br />scaping areas around the City Hall Campus, and expressed his disappointment in <br />the staff report and City Council comments at the October 22, 2007 meeting re- <br />garding the landscaping. Mr. Bahnemann expressed further frustration with the <br />quality of the Council meeting tapes when viewed from his home. <br />b. John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn provided a bench handout of Minnesota Statutes 394.26 referenc- <br />ing Public Hearing notice and procedures; specifically the more expansive lan- <br />guage for counties and unincorporated areas. <br />• <br />Mr. Kysylyczyn provided two additional bench handouts consisting of a sample <br />City of Columbia Heights agenda, dated Monday, October OS, 2007; and an ex- <br />cerpt of their City Council meeting minutes from Monday, September 24, 2007, <br />both of which addressed their Public Hearing process for abatement of code en- <br />forcement issues at the City Council level. Mr. Kysylyczyn thanked those Coun- <br />cihnembers who voted at the last Council meeting for a more in-depth study of <br />code enforcement, rather than supporting a "bandage" approach. Mr. Kysylyczyn <br />suggested that the City's Housing and Redevelopment Authority (HRA) be <br />
