Call Roll Mayor Klausing called to order the Roseville City Council regular meeting at approxi- mately 6:00 p.m. and welcomed everyone. Present: Roe; Pust; Ihlan; and Klausing Mayor Klausing noted that Councilmember Kough had previously advised that he would not be present at tonight's meeting. City Attorney Steve Andersen was also present. • 2. Approve Agenda The agenda was approved by consensus, as presented. 3. Public Comment Mayor Klausing called for public comment by members of the audience on any non- agenda items. a. Eugene Bahnemann, 2656 N Lexington Avenue Mr. Bahnemann expressed his continued concern with the natural growth land- scaping areas around the City Hall Campus, and expressed his disappointment in the staff report and City Council comments at the October 22, 2007 meeting re- garding the landscaping. Mr. Bahnemann expressed further frustration with the quality of the Council meeting tapes when viewed from his home. b. John Kysylyczyn, 3083 N Victoria Street Mr. Kysylyczyn provided a bench handout of Minnesota Statutes 394.26 referenc- ing Public Hearing notice and procedures; specifically the more expansive lan- guage for counties and unincorporated areas. • Mr. Kysylyczyn provided two additional bench handouts consisting of a sample City of Columbia Heights agenda, dated Monday, October OS, 2007; and an ex- cerpt of their City Council meeting minutes from Monday, September 24, 2007, both of which addressed their Public Hearing process for abatement of code en- forcement issues at the City Council level. Mr. Kysylyczyn thanked those Coun- cihnembers who voted at the last Council meeting for a more in-depth study of code enforcement, rather than supporting a "bandage" approach. Mr. Kysylyczyn suggested that the City's Housing and Redevelopment Authority (HRA) be
