City of Roseville -City Council Minutes for June 21, 2004
sought to provide safety. Ms. Pleiss Brooks also questioned why
meetings are being held now, rather than prior to application;
recognizing that since the money has been received, it would be
hard to return it; but questioning spending the time, energy and
resources on this project if the Council couldn't concur on
whether it was the right decision.
Mayor Klausing reviewed the process used prior to application,
with the Vista 2000 and pathway committee identifying priority
areas for pathways, consistent with the City's Comprehensive
Plan.
John Kysylyczyn, 3083 N Victoria Street
Mr. Kysylyczyn noted that a previously made up Council had
established a moratorium on pathway construction, and sought
clarification on several points in the staff report (i.e., parking,
rights-of--way, and impacts to property owners). Ms. Bloom reviewed issues with this alternate,
including bridge abutments and supports, retaining wall
requirements and clearance concerns, a truck stopping lane at
_ the railroad crossing, a tower, and gas and/or oil pipeline fence
enclosures, eliminating the safety zone~buffers; along with
potentially contaminated soil conditions in.one area.
