City of Roseville -City Council Minutes for June 21, 2004
appear to be economically feasible.
Further discussion ensued.
Councilmember Maschka opined that it appeared that staff could
be directed to proceed with a pathway from Lexington to
Walnut, for the same reasons addressed at the May 24, 2004
meeting. Councilmember Maschka further opined that it didn't
make sense to build asidewalk/pathway without road
reconstruction, and in light of the additional information
provided tonight, it didn't make sense to spend $469,000 to
receive federal grant funding of $730,000. Councilmember
Maschka noted that the turnback issue was relevant, that the
County was receptive to it, and it made more sense to bring the
road into city domain, under the City's assessment policy, noting
that residents would pay 25% for reconstruction, with seniors
able to defer until their property was sold. Councilmember
Maschka supported scheduling reconstruction of County Road
B-2 in the City's ten year road improvement program, with
engineering performed in-house as time allowed.
Councilmember Maschka opined that it would be logical to deal
with the federal issue from Lexington to Walnut and have staff
return with final numbers. Councilmember Maschka was not
supportive of undergrounding electrical wires in older
neighborhoods.
Maschka moved to direct staff to finalize the project for federal
grant funds from Lexington to Walnut; and proceed with further
negotiations with Ramsey County over the next year.
Further discussion ensued.
Councilmember Maschka clarified the intent of his motion to
accept federal grant funds for the section of pathway from
Walnut to Lexington; and to direct staff to proceed as necessary;
leaving the section of Lexington to Rice to return under the
City's road construction policy and plans at the discretion of
staff when it can be implemented into the City's work program;
with staff further directed to continue negotiations with Ramsey
County for turnback of County Road B-2.
Mr. Schwartz recollected, with Councilmembers concurring, that
the City Council had voted for the segment west of Lexington at
their May 24, 2004 meeting. Mr. Schwartz noted that, if staff
were to meet the federal funding application requirements for
final plans and specifications to be delivered for their approval,
staff needed to take action this week in providing notice to
engineering consultants to meet that schedule.
• ~ - Maschka moved to direct staff not to proceed with construction .: _
