Truth-in-Tazation Hearing and Regular City Council Meeting <br />Monday, December 03, 2007 <br />Page 17 <br />Further discussion included recycling rate increases as proposed, revenue sharing, <br />and application of that revenue sharing to lower rates already, and additions of <br />multi-family units. <br />Public Comment <br />John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn questioned staff's rationale for increasing the recycling program <br />rates by $10,000 overall; based on his perception of past action and projected <br />revenue sharing by designating Eureka as the City's contractor. <br />Mayor Klausing requested that staff research the records regarding past Council <br />action and rationale on Eureka and the glass market. <br />Councilmember Ihlan asked staff to include information on the amount of revenue <br />sharing being collected and how it was being applied to reduce rates for taxpayers <br />and users of the program. <br />Roe moved, Pust seconded, adopted Resolution No.10575 entitled, "Resolution <br />Establishing the 2008 Utility Rates;" as detailed in Attachment A." <br />Roll Call <br />Ayes: Kough; Roe; Ihlan; Pust; and Klausing. <br />Nays: None. <br />e. Consider Authorizing the Disposition and Transfer of Monies from the Taz- <br />payer Reduction Fund <br />Finance Director Chris Miller presented information previously expressed by <br />Councilmembers in strengthening the City's General Fund and the parks & Rec- <br />reation Fund reserve levels by permanently transferring the monies available in <br />the Taxpayer Reduction Fund, approximately $1.9 million. <br />Discussion included how to allocate funds, with Mr. Miller recommending that <br />the General Fund be brought to target levels first, in consideration of the scrutiny <br />of the bond market. <br />Further discussion included whether transferred funds would be restricted, with <br />Mr. Miller clarifying that they would not be restricted. <br />Pust moved, Roe seconded, adopted Resolution No. 10576 entitled, "Resolution <br />Transferring Monies from the Taxpayer Reduction Fund to the General and Parks <br />& Recreation Funds; and Abolishing the Taxpayer Reduction Fund;" amended, <br />beginning at line 117, to correct the numbering from "4, 5 and 6" to "1, 2 and 3." <br />Roll Call <br />Ayes: Kough; Roe; Ihlan; Pust; and Klausing. <br />Nays: None. <br />
