Councilmember Ihlan questioned the procedure for the December 17, 2007 <br />meeting, as it related to individual Councilmembers bringing forward budget pro- <br />posals. <br />City Manager Malinen noted that, as part of the past calendar and process, Coun- <br />cilmembers had been encouraged to advise staff of any proposed amendments in <br />advance and shared with the full Council to allow for proper deliberation. Mr. <br />Malinen suggested that any further proposals should be provided to staff in writ- <br />ing as soon as possible to ensure that they were included in Council packets for <br />the full Council to consider, along with a background explanation. Mr. Malinen <br />opined that is was his perception that staff had been responsive to Councilmem- <br />bers to-date, and that is was his hope, that at this juncture, there would not be <br />many of those proposals, in order to allow sufficient Council time for questions, <br />and the need to process before the end of this week. <br />Agenda Addition <br />VICORP Restaurants, d/b/a Bakers Square Restaurant application for an On-Sale Beer <br />and an On-Sale Wine license at 1880 Highway 36 W <br />Roe moved, Pust seconded, scheduling a Public Hearing to consider the application of VICORP <br />Restaurants, d/b/a Bakers Square Restaurant, for an On-Sale Beer and an On-Sale Wine license, <br />on December 17, 2007. <br />Roll Call <br />Ayes: Kough; Roe; Ihlan; Pust; and Klausing. <br />Nays: None. <br />CLOSED SESSION TO DISCUSS CITY MANAGER EVALUATION <br />City Attorney Foy advised that, under provision of Minn. Stat. 13D.05, subd. 3 the City Council <br />would be going into closed session to evaluate the performance of a person subject to their au- <br />thority, in this case the City Manager. <br />City Attorney Foy advised that the public body would summarize conclusions at the December <br />17, 2007 regular meeting. <br />Roe moved, Pust seconded, proceeding to closed executive session. <br />Roll Call <br />Ayes: Kough; Roe; Ihlan; Pust; and Klausing. <br />Nays: None. <br />13. Recess <br />The meeting recessed to closed executive session at approximately 9:38 p.m., and broad- <br />casting ended. <br />
