Consider a Community Survey to Gauge Public Opinion on City Services <br />City Manager Malinen reviewed his written report on the need to gather informa- <br />tion and feedback from a variety of sources to make decisions on programs, ser- <br />vices, and long-term planning to meet community needs. <br />Mr. Malinen noted that the current communication budget included $20,000 for a <br />community survey, and requested an expenditure of $11,000 for National Citizen <br />Survey to perform a random survey; and that the City Council consider use of a <br />survey at a minimum of every two years, after this survey serves as a benchmark. <br />Discussion included the process to be used; customization of questions; need for a <br />survey above and beyond the Imagine Roseville 2025 community visioning proc- <br />ess; and value of questions asked. <br />Councilmember Kough spoke in opposition to a survey. <br />Mayor Klausing spoke in support of a survey, based on establishing benchmarks <br />for best practices. <br />Councilmember Pust questioned City Manager Malinen's indication that the <br />Imagine Roseville 2025 Steering Committee supported a community survey ini- <br />tiative; and allotment of $20,000 in the Communications Fund budget for such a <br />survey. Councilmember Pust opined that there was no clear consensus that this <br />was a good use of dollars; and questioned the value-added from the anticipated re- <br />turn rate, and expressed her preference to review the proposed survey before <br />changing her previous opposition to such a survey. Councilmember Pust further <br />opined that unless done on a regular basis, with abuilt-in cost to each annual <br />budget, survey results could not be actualized. <br />Further discussion included whether Councilmembers had received a sample sur- <br />vey earlier to review; time since the last survey (estimated to be 10 years); and <br />frequency for repeating a survey. <br />Staff was requested to send an electronic copy of the sample survey to Council- <br />members, with Councilmember Roe advising that he didn't need another copy, <br />since he had retained his previous copy. <br />Mayor Klausing advised that action would be delayed pending further City Coun- <br />cil review. <br />12. Councilmember-Initiated Items for Future Meetings <br />a. Mayor Klausing requested that a future agenda include a presentation by Peg <br />Kennedy from the Roseville School District; and potentially a presentation from <br />the Mounds View School District, on changing demographics. <br />
