The Rice Street Technical Advisory Committee met in Septeml~er, and <br />Ramsey County is doing some traff c studies before the next meeting in <br />November. City and coul~ty staff inet last week ta tal~C about specific <br />issues relating to impacts and future needs. <br />Mr. ~chwartz brouglit up the December meeting date, which falls on <br />Christmas Day. Member Wiilenbring suggested canceiing the rrieeting <br />unless there was samething important conning up. Member Vanderwall <br />and Chair DeBenedet agreed that tentatively canceling the meeting would <br />be the best option. <br />Member Vanc~erwall moved to cancel the December 25t" meeting pending <br />urgent need. Member Willenbring seconded. <br />Ayes: 3 <br />Nays: 0 <br />Abstained: 0 <br />Motion carried <br />Chair DeBenedet spoke on the ~irst meeting of the Comprehensive Plan <br />Steering Connnnittee. Tl~ey will be nneetzng rnont~~y, and he will continue <br />updating the PWETC on progress. <br />5. 2008 Utility Rate Discussion <br />Chris Miller, City of Roseville Finance Director, presented information on <br />the 200$ utility rates. <br />Merr~ber Vanderwall asi~ed if the water, sanitary sewer and storm drainage <br />functions were totally sup~orted hy user fees or if other tax money was <br />~sed. Mr. Miller said yes and that that was a typical practice in other <br />cities as well. Users are charged for the a~nount they use. <br />M~mber Vanderwall a~ked how this year's rate increases related to <br />increases in the last few years. Mr. Miller said it's been going up each <br />year. Mr. Schwartz said energy costs are a big factor. Mr. Miller said <br />increases should be close to inflation rates for the next five years. <br />Member Willenbring asked if a rate adjustm~nt was automatic each year. <br />Mr. Miller said in his time it has t~een adjusted every year, some le~s some <br />more. <br />Chair DeBenedet said one of his concerns was whether the city was <br />reserving enou~h money to cover infrastrt~cture replacement in the future. <br />Mr. 5cl~wartz said the city rnanager has mentroned possibly having a <br />financial consultant do a rate study to make sure rates are in line with <br />future need~. <br />Paga 2 of 5 <br />
