City of <br />1~i <br />Minnesota, USA <br />Regular City Council Meeting <br />Minutes <br />City Hall Council Chambers, 2660 Civic Center Drive <br />Monday, December 17, 2007 <br />1. Call Roll <br />Mayor Klausing called to order the Roseville City Council regular meeting at approxi- <br />mately 6:00 p.m. and welcomed everyone. <br />(Voting and Seating Order for December: Kough; Roe; Ihlan; Pust; and Klausing) <br />City Attorney Jay Squires was also present. <br />2. Approve Agenda <br />Discussion was held regarding those items that time would allow for discussion tonight; <br />agenda priorities requiring action at tonight's meeting; and those items that could be de- <br />layed until January of 2008. <br />Councilmember Ihlan opined that primary focus and discussion should be 2008 budget <br />and levy-related and those items including consideration of the HRA levy be moved for- <br />ward on the agenda to allow sufficient time for serious discussion, and efforts to reduce <br />the proposed levy. Councilmember Ihlan suggested that tonight's discussion be limited <br />to agenda items S.a, 6.a, 8 (Consent Agenda), 10.a and b (Public Hearings), and l l.b, c, <br />h, i, and j. <br />Councilmember Roe noted that the geothermal discussion could not be postponed as ac- <br />tion steps were needed in the immediate future. <br />Mayor Klausing noted that the Council had to-date held serious discussions and had nu- <br />merous opportunities for public and Council discussion of the budget and levy items; and <br />while he amenable to moving them up on the agenda, expressed concern about dropping <br />other items from the agenda, creating more onerous agendas for future meetings. <br />Councilmember Pust volunteered removal of Item l l.d that could be moved to January, <br />as it had no budget implications; however note that Item l l.c (HRA Strategic Plan) did <br />have budget implications, and should not be removed. <br />Councilmember Ihlan noted that she had submitted a memo related to the 2008 proposed <br />budget and levy that had been included in the preliminary agenda packet but not the final <br />agenda packet; and opined that the memo raised issues she wanted discussed in a public <br />forum. <br />
