Regular City Council Meeting Monday, December 17, 2007 Page 19 Councilmember Roe spoke in support of the budget as recommended; concurring that over half of the expense was related to personnel costs; and one-third was re- lated to the City getting the financial house back in order through funding asset replacement; maintaining the expected quality of life, and meeting reserve poli- cies for the overall and future financial well-being of the City. Councilmember Roe opined his difficulty in having policies in place to achieve levels of reserves, and then spending them down again unless absolutely needed; and further opined that, any excesses would revert to the General Fund and could be applied to future budgets. Councilmember Roe opined that, while the budget and levy increase is not as low as preferred, it was moving in the right direction, and was not exces- sive. Roll Call (Original Motion as stated) Ayes: Roe; Pust; and Klausing. Nays: Kough and Ihlan. Motion carried. Mayor Klausing noted the time and the need to consider extending the Council Rules of Proce- dure for a later adjournment. Pust moved, Klausing seconded, to suspend rules and extend the meeting for discussion of the following specific items: additional levy-related items; HRA Strategic Plan presentation and HRA levy; Cent Ventures land use case; City Manager review summary and action; Public Hear- ing for 3.2 and wine license application; and discussion and possible action on the geothermal systems. Roll Call Ayes: Kough; Roe; Ihlan; Pust; and Klausing. Nays: None. Roe moved, Klausing seconded, adoption of Resolution No. 10583 entitled, "Resolution Adopting the Fina12008 Annual Budget for the City of Roseville;" at $35,873,895. Roll Call Ayes: Roe; Pust; and Klausing. Nays: Kough and Ihlan. Motion carried. Roe moved, Klausing seconded, adoption of Resolution No. 10584 entitled, "Resolution Directing the County Auditor to Adjust the Approved Tax Levy for 2008 Bonded Debt," to $319,638.69. Roll Call Ayes: Roe; Pust; and Klausing. Nays: Kough and Ihlan. Motion carried.
