Review of Roseville Housing and Redevelopment Authority's (HRA) <br />Strategic Plan <br />HRA Chair Bill Majerus, Commissioners Dean Maschka and Jean Kelsey, and <br />former Interim Community Development Director Mike Darrow were present to <br />present the HRA Strategic Plan and a 2008 - 2012 Work Plan. <br />Mr. Majerus detailed past accomplishments; and Commissioner Maschka re- <br />viewed future priorities that would set a new direction for the HRA in sustainabil- <br />ity, accountability; establish criteria for housing programs; for the overall <br />achievement and goal to "provide a hand up and not a hand out." <br />Former Interim Community Development Director Mike Darrow reviewed vari- <br />ous considerations related to those specific goals of sustainability, (i.e., supporting <br />green building techniques and alternative and recycled building materials, energy <br />efficiencies, and stormwater management); accountability, with the HRA's com- <br />mitment that all programs within the HRA will be well-managed and that the <br />Roseville City Council will be kept abreast of the financial outlook for the HRA <br />through monthly reports developed during each Board meeting to ensure that pro- <br />grams are running well and are meeting the expectations set by the Board. <br />Mr. Darrow further addressed housing program criteria, requiring strict standards <br />so new funding requests could be reviewed against those standards, to be made <br />available for review by the City Council and Roseville residents; and concluded <br />with the HRA's main function to invest in the City of Roseville by creating addi- <br />tional funds for redevelopment, housing stabilization and housing improvements. <br />Various HRA programs were highlighted, including the annual Home and Garden <br />Fair; multi-family housing rehabilitation; ownership rehabilitation; first-time <br />homeowner programs; and neighborhood enhancement and redesign initiatives. <br />Commissioner Kelsey addressed the purpose of and need for an HRA; recogniz- <br />ing the City's aging housing stock with 51% of pre-1970 construction; and the <br />need for sustaining those homes or redeveloping them, in addition to trends and <br />needs for affordable multi-family housing, with anticipated work with landlords <br />on multi-family unit improvements, based on the existing 7,372 units of multi- <br />family housing. <br />Mr. Darrow noted that the HRA is making a difference, and since its inception in <br />2002, had provided funding, services and support to over 10,000 people through <br />loans, funding support of the Housing Resource Center, and the annual Home and <br />Garden Fair. <br />Councilmember Pust thanked the City Council for providing the HRA with the <br />incentive to perform this strategic planning process; and recognized the leadership <br />
