Councilmember Pust encouraged individual Councilmembers to <br />support the HRA's levy request. <br />Mayor Klausing noted that he had attended one of the HRA's Strategic Planning <br />meetings, and expressed his positive impression with the quality of discussions. <br />Councilmember Kough opined his support of the HRA, as long as the money was <br />spent for housing, but noted his lack of support for a community survey, and that <br />the Imagine Roseville 2025 community visioning should serve as a survey of the <br />community. <br />Chair Majerus, on behalf of the HRA Board, expressed appreciation to the City <br />Council for their support. <br />a. Adopt Resolution Approving the Housing & Redevelopment Authority 2008 <br />Taz Levy <br />Roe moved, Pust seconded, adoption of Resolution No. 10585 entitled, "A Reso- <br />lution Submitting the Housing and Redevelopment Authority, in and for the City <br />of Roseville, Special Property Tax Levy on Real Estate to the Ramsey County <br />Auditor for the Fiscal Year of 2008," at $350,000. <br />Councilmember Ihlan spoke in opposition to the motion; noting her suggested <br />item #4 from her previously-referenced memorandum, that the HRA operate for <br />2008 on their reserve funds, as the Council reconsidered the role and structure of <br />the HRA, and consider transforming it into a citizen advisory council on housing <br />issues, with the City Council acting as the HRA, based on her perception of the <br />HRA taxing without representation, asthey were not elected officials. <br />Councilmember Roe spoke in support of the motion, noting the HRA's response <br />to the City Council's direction in September of 2007, and tying levy requests to <br />strategies and priorities, opining the HRA was moving in a good direction from <br />this exercise. Councilmember Roe spoke in opposition to Councilmember Ihlan's <br />suggestion for restructuring the role of the HRA, opining that the City Council <br />had plenty to do, and the HRA was dedicated to housing, and didn't see any rea- <br />son that they couldn't continue to function as an HRA, further opining that they <br />could not get a budget or levy without City Council approval, and therefore didn't <br />qualify as taxing without representation. <br />Roll Call <br />Ayes: Kough; Roe; Pust; and Klausing. <br />Nays: Ihlan. <br />Motion carried. <br />
