Councilmember Roe advised that he would support the motion; however, noted that his final approval would depend on to what extent the applicant met the con- ditions detailed by staff in achieving the final design. Roll Call Ayes: Kough; Roe; Ihlan; Pust; and Klausing. Nays: None. b. City Manager Performance Evaluation Report and Consideration of Salary Mayor Klausing provided a brief summary of the City Council's performance evaluation of City Manager Bill Malinen recently performed in closed Executive Session. Roe moved, Pust seconded, to direct staff to increase City Manager Malinen's salary as follows: increase salary to Step C effective December 18, 2007, indicat- ing six (6) months of successful performance step increase, without retroactive payment and at the start of the payroll period; and increase salary to Step D effec- tive January 8, 2008, indicating one (1) year of successful performance increase; with the cost of living adjustment (COLA) increase the Council approves for City staff pay plans will also be added to the City Manager's pay grade effective January 1, 2008. Roll Call Ayes: Kough; Roe; Ihlan; Pust; and Klausing. Nays: None. 10. b. Consider On-Sale Beer and On-Sale Wine Licenses for VICORP, d/b/a Baker's Square Restaurant at 1880 W Highway 36 Finance Director Chris Miller provided a brief review of the staff report and Re- quest for Council Action dated December 17, 2007. Mayor Klausing opened and closed the Public Hearing at 10:47 p.m., with no one appearing for or against. Pust moved, Ihlan seconded, APPROVAL of On-Sale and On-Sale Wine licenses for VICORP Restaurants, d/b/a Bakers Square Restaurant, located at 1880 High- way 36 West, for the period January 1, 2008 through December 31, 2008, pending City Attorney review of the application prior to the issuance of the license. Roll Call Ayes: Kough; Roe; Ihlan; Pust; and Klausing. Nays: None.
