Discussion of Geothermal Systems at the Roseville Skating Center <br />Parks and Recreation Director Lonnie Brokke briefly reviewed the staff report <br />dated December 17, 2007, based on previous City Council direction for feasibility <br />studies. <br />Discussion included aspects of best value contracting, anewly-adopted 2007 law, <br />where performance criteria was set out and contractors selected based on per- <br />formance and best value, with this project an excellent candidate for that type of <br />design build approach, rather than awarding the lowest bidder, due to the unique <br />nature of the project and limited number of qualified firms. <br />Further discussion included useful life of several existing components; inflation- <br />ary component clarification; expectations for aone-month timeframe for the de- <br />tailed analysis and phasing recommendations; City Attorney Squires' explanation <br />of the best value contract for professional services, and recommendations that KFI <br />not be considered as a contractor, since they would be helping in preparation of <br />the specifications; and defining the intent of each of the two (2) proposed mo- <br />tions. <br />Klausing moved, Ihlan seconded, authorizing the City Manager to enter into an <br />agreement with Karges-Faulconbridge, Inc. (KFI) for an additional City Hall <br />Campus-wide Feasibility Study and Analysis as outlined in the project report <br />dated December 17, 2007, at a cost not to exceed $24,800, plus reimbursable <br />travel and production expenses. <br />Roll Call <br />Ayes: Kough; Roe; Ihlan; Pust; and Klausing. <br />Nays: None. <br />Klausing moved, Roe seconded, authorizing the City Manager to enter into an <br />agreement with Karges-Faulconbridge, Inc. (KFI) for design and construction <br />managements services at a cost not to exceed $118,000, plus reimbursable travel <br />and production expenses, to install a "full" geothermal system in the Roseville <br />Skating Center Arena, based upon a "best value" contracting approach as outlined <br />in the project report dated December 17, 2007, pending City Attorney final review <br />and approval. <br />Councilmember Ihlan opined that she was not comfortable authorizing the second <br />motion at this time, until a more precise cost benefit for total conversion and other <br />phasing alternatives were considered. <br />Roll Call <br />Ayes: Kough; Roe; Pust; and Klausing. <br />Nays: Ihlan. <br />Motion carried. <br />
