General Ordinances <br />a. Consider Adopting an ordinance Amending 1018.04; 1102.06; 1103.02; and <br />1103.021 Clarifying Tezt relating to Cul-de-sacs <br />Councilmember Ihlan reiterated her previous suggestion that this, and the other <br />proposed ordinance on Single-Family Residential Lot Split amendments be con- <br />sidered at a later date to allow more substantive policy discussions and additional <br />public input. <br />Ihlan moved, Kough seconded, tabling to a meeting in January of 2008, to a date <br />at the City Manager's discretion, discussion of Agenda items 7.a and b. <br />Councilmember Pust offered a friendly amendment to table discussion to the end <br />of tonight's meeting in case time allowed discussion tonight. <br />Councilmember Ihlan noted that there were people in attendance at tonight's <br />meeting wishing to speak. <br />Roll Call <br />Ayes: Kough and Ihlan. <br />Nays: Roe; Pust and Klausing. <br />Motion failed. <br />Public Works Director Duane Schwartz briefly reviewed the proposed City Code <br />Text Amendment that would eliminate contradictions within the Code and <br />achieve parity between the text and the way the City interprets its intent, based on <br />recent court action (October 8, 2007, Ramsey County District Court - Boryczka v. <br />City of Roseville), and past interpreting by staff on City Code, Section <br />1103.021D. <br />Councilmember Kough referenced substandard cul-de-sac widths and emergency <br />vehicle access and turnaround room, based on Fire Code provisions. <br />Mr. Schwartz advised, with City Attorney Squires concurring, that City Code met <br />State Fire Codes. <br />
