<br />Roseville Public Works, Environment and <br />Transportation Commission <br /> <br />Agenda Item <br /> <br />Date: October 23, 2007 <br /> <br />Item No: 9 <br /> <br />Item Description: Twin Lakes Design Principles <br /> <br />The City Council approved the Twin Lakes Business Park Alternative Urban Areawide Review <br />(AUAR) Update at their meeting on October 15. Currently there are two applications pending <br />within the Twin Lakes area. They include the redevelopment of the Xtra Lease parcel by Cent <br />Ventures (hotel/restaurant) and the United Properties proposal (senior housing) on the northern- <br />most parcel. Staff foresees many more redevelopment proposals being discussed and presented <br />for approval in the near future. <br /> <br />In 2001, the Community Development Department received a Metropolitan Council Livable <br />Communities Demonstration grant to create a set of guidelines that would be used by staff in its <br />review of master-planned redevelopment proposals in the Twin Lakes Redevelopment Area. <br />The B-6, Mixed Use Business Park Zoning District references specific set of guidelines to which <br />projects must adhere (Business Park Design Standards). However, guidelines were not ever <br />adopted into the City Code. Attached for the Commission's review and discussion is the <br />document Twin Lakes Design Checklists created by Peter Musty of the Charrette Center and the <br />Community Development Department. This document currently functions as a checklist "for <br />establishing a strong public realm and for ensuring livability, walkability and sustainability." <br /> <br />The City Council reviewed this document at their October 25, 2007 meeting and referred this <br />discussion to the Planning Commission for a recommendation. Staff seeks to extract items of <br />particular interest from this document and commission feedback to formulate a set of design <br />standards/ guidelines for the developers to follow to achieve compliance with the "community <br />vision" for Twin Lakes. <br /> <br />We are not limited to the items in the draft Twin Lakes Design Checklist document. Areas that <br />the commission may want to consider to include in these design principles are: Storm water <br />ponding and treatment principles; green space corridors; pathways; environmental cleanup <br />standards; fiber to the home; private utility corridors; street-lighting; streetscape maintenance; <br />transit amenities, and traffic management principles. <br /> <br />Recommended Action: <br />Discuss the Design Principles for the Twin Lakes Redevelopment Area and provide feedback to <br />the Planning Commission with items to focus on for design standards. <br />
